Description of Amendment/Modification
EXHIBIT DESIGN-FABRICATION SERVICES
SELMA INTERPRETIVE CENTER
Selma to Montgomery National Historic Trail
The purpose of this amendment is to respond to questions received by the date and time specified for Solicitation Number 140P2122R0006, Exhibit Design-Fabrication Services for Selma Interpretive Center, Selma to Montgomery National Historic Trail.
1. Could you please confirm that design fees are not included in the listed Production Budget?
Response: Confirmed.
2. Could you please clarify the "Accessibility Consumer" role and describe what is required of these team members?
Response: A “Professional Accessibility consumer” is a professional reviewer, contributor, commentor that is familiar with various forms of disabilities, and how designers craft solutions to accommodate them, in various disciplines such as exhibits. They are able to offer comments and advise that can be acted on by exhibit Professionals.
3. Page 8 of 103: The Submittal Format section requests “one (1) electronic MP4 file (1920 x 1080 resolution) of each video submittal” and “one (1) electronic MP3 file of each audio-only submittal.” Are these recordings of the virtual meetings (SD2, Programmatic Accessibility Workshop, DD2, PD1, and PD2) to be submitted after the deliverable, or a recording to be produced ahead of all meetings? Please clarify this requirement.
Response: This refers to required submittals such as Rough Cut Edits, Fine Cut Edits, Online Edits, narration and music samples, etc. as listed in Section 3.7.2.1.10 (Content Specialties: Electronic Programs).
4. Page 22 of 103: Can the government provide additional information on the “exhibit structures (ST)” element that is to be included in the content management database at the DD3 phase? While this category is included in Attachment 10, no detailed information is included in that document or in Attachment 1 regarding what information should be included for these elements.
Response: ST, refers to exhibit structural components constructed for the exhibit as walls, rails, platforms, and other dimensional physical features that are not directly content, ie. constructed elements that support Graphic Layouts, Custom elements etc.
Although not CA which is for exhibit cases.
5. Page 72 of 103: The Factor 2 key personnel list omits several categories that are included on Page 51 of 103 and in the Attachment 23 Cost Estimate Form (Exhibit Developer, Exhibit Designer, Graphic Designer, Writer, Subject Matter Expert, and Accessibility Consumer, to name a few). Are resumes for these individuals required in the Factor 2 response, or are you only requesting resumes for the list on pages 72/73?
Response: See 19.1.2, Resumes. The offeror shall submit a resume for each person proposed for each of the roles identified below. Resumes must clearly demonstrate the ability to perform the work for which the person is proposed.
Attachment 23_Cost Estimate Form, maybe be revised to include the level of effort for any Key Personnel not listed.
6. Page 70/71 of 103: Do the excerpts for Volume I - Subfactor 2- Samples of Exhibit Development and Fabrication Process need to fall within the 80-page limit for Volume I?
Response: Yes. Anything beyond the 80-page count may not be evaluated.
7. Page 75 of 103: The 19.4 Past Performance volume says it is limited to 5 pages.
Please clarify, as past performance questionnaires from both prime contractor and subcontractors would total more than 5 pages.
Response: The page limit is lifted for this Volume.
8. Page 77 of 103: This section requests “Attachment 36: CAWO Cost Estimate Form.”
Please confirm that this should be “Attachment_23_Cost_Estimate_Form.xlsx.”
Response: Yes, this is Attachment 23_Cost Estimate Form.
9. Please confirm that the Key Personnel samples required under 19.1.1 Samples of Work reference the same 3-5 projects required in the 19.1.1.1 Samples of Work and are not additional samples.
Response: To the extent poothey should be the same.
10.The Key Personnel list on page 51 is slightly different than that on page 72. Please clarify that page 72 is the one to follow.
Response: The Key Personnel listed under Item 14 will be revised to match the Key Personnel listed under 19.1.2.1, Key Personnel on pages 72 & 73 of the solicitation.
11.The 19.4 Past Performance volume on page 75 says it is limited to 5 pages. Please clarify, as 3 references from both prime and subcontractors would total more than 5 pages.
Response: The page limit is lifted for this Volume.
12.Please clarify whether by key person “Digital Interactive Producer, Designer, and Programmer” design refers to graphic design and not concept design.
Response: The Digital Interactive Producer, Designer, and Programmer will develop and produce any digital interactive programs listed in the AV Production Plan. Refer to Section 3.7.2.1.10 (Content Specialties: Electronic Programs).
13.Under 19.1.1.1 Samples of Work
Please verify the required Samples of Work are for the offeror only and samples for proposed subcontractors are not required. The only representation of proposed subcontractors would be if they happened to work on one or more of the offeror’s project samples.
If so, can project samples for the major subcontractors be included and how many?
Response: That’s at the Offerors discretion, if they believe it may favorably support their proposal.
14.Under 19.1.1.1 Samples of Work
2. Accessible Design:
At least one (1) of the samples shall demonstrate the offeror’s ability to plan, design, and build exhibits that meet or exceed legal accessibility requirements, as well as meet the National Park Service programmatic accessibility guidelines outlined in Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
How is this different from the following requirement or are they the same?
Response: They are the same.
4. Key Personnel Samples
iii. Universal Design:
Demonstration of implementing programmatic accessibility and barrier free design, requirements:
At least one (1) of the samples shall demonstrate the offeror’s ability to plan, design, and fabricate exhibits that meet legal accessibility requirements, as well as the National Park Service accessibility guidelines outlined in base contract Attachment 5, Programmatic Accessibility Guidelines for National Park Service Interpretive Media.
For any accessibility sample provided, the offeror shall:
· Describe the accessible purpose of the multimodal, multisensory exhibit components that were designed for the project; and,
· Provide photographs accompanied by narrative description or statement that illustrates how the exhibit is accessible.
15.19.1.2.1 Key Personnel
Please verify Audio Describer and Certified Value Specialist are not included in Key Personnel and resumes are not required.
Response: Correct. Response: The Key Personnel listed under Item 14 will be revised to match the Key Personnel listed under 19.1.2.1, Key Personnel on pages 72 & 73 of the solicitation.
16.19.4 Past Performance Questionnaires
Please verify three (3) are required for the prime and three (3) for each major subcontractor.
If so, the 5 page limit would be restrictive as the form itself is three pages.
Response: The page limit is lifted for this Volume.
17.Volume III Price
Please identify which tabs in the Cost Estimate Form can be considered as budgetary at this time.
Response: This is a firm-fixed price contract. Each tab is required to be completed as part of the contract amount.
