Solicitation No. 140P2022R0066, SAMO-303051/310132
QuestionsAnswersAmendment
1Please provide date/time of the site walkThe date/time of the pre-proposal site visit has not been determined yet. When it is, an amendment will be posted to www.sam.gov providing all offerors with the information.1
2We are a Small Business under the SBA criteria for small business.

Per page 1 of the "B08_Atch_12_Subcontracting Plan", and per page 50 of the Solicitation under item 3,it is noted that "SMALL BUSINESS SUBCONTRACTING PLAN: Small business offerors are not required to submit a subcontracting plan; however, large business offerors shall complete and submit the attached Subcontracting Plan Form in response to the requirements of clause 52.219-9."

But then on page 54 of 55, under Evaluation Factors, under "Volume I --Non-Price Proposal", under "Factor 6 Small Business Participation", it is noted:

"All offerors (both other than small businesses and small businesses) will be evaluated on the extent of proposed participation/commitment to use U.S. small businesses in the performance of this acquisition (as small business prime offerors or small business subcontractors) relative to the objectives and requirements established herein. Small business offerors will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor"

Thus the information about who fills out the Small Business Subcontracting Plan is in conflict in the solicitation.

The Small Business Subcontracting Plan identifies subcontracting goals for a variety of disadvantaged company times. Since we are a Small Business and are apparently not required to fill out the Subcontracting Plan, then we will not be providing any information in our proposal related to percentage work performed by various disadvantaged business categories, as called out in the Plan under Items "2", "3", and on through item "11".

Can you confirm and/or clarify this?Small businesses are not required to submit a Small Business Subcontracting Plan. The goal of both of these referenced sections is to encourage small business participation. Small businesses prime contractors already fulfill this by default and do not need to provide any additional information.1

120Bid Extension Request - We have received feedback from several major subcontractors expressing concerns associated with their ability to submit bid proposals by the 11/7 at 7am PST due date and time.

As such, we believe it would be in the best interest of the National Park Service (NPS) to postpone the project bid date until Wednesday, November 16, 2022, at 2pm PST. This extra time would simply allow A/E to respond to RFI’s and more subcontractors to produce bid proposals for your project, resulting in a more competitively bid project overall. Thank you for your time and consideration.

Please refer to the latest amendment for the current proposal submission deadline.6
121In the solicitation (page 49 of 55, Section E Volume I, Tech Proposal, following Factor 6) there is a final category of content named "OTHER SUBMITTALS". Is there something additional we should be providing in this section, or are we to leave it blank? Is there any information we can provide here that could contribute to the Best Value Continuum Tradeoff Process mentioned in the Solicitation under Section M, Item A (Basis for Award)?Any "other submittals" provided will be at the offeror's discretion and can include any necessary supplemental information to the technical proposal.5
122Please confirm that Factor 3 has no page limit.Factor 3 does not have a specific page limit.5
123Please confirm that the schedule to be submitted in Factor 3 is a summary level schedule that includes major milestones and activities, i.e., not a full construction schedule to the level of detail that would be expected after award. This is a difficult question to provide a firm answer to. The schedule must address/comply with what is specified for Factor 3 in Sections L and M of the solicitation. The contractor will need to use their discretion in determining how much detail needs to be included.5
124Rocky Oaks - Specification 33 32 00 paragraph 2.3.C states that the contractor shall provide the contracting officer a process performance warranty certifying the system meets all pretreatment criteria standards required by LA County. The manufacturer typically provides a design review letter that ensures it will perform to the water quality objectives. This letter is submitted to LA County Health Dept for approval. The AdvanTex dealer requires this approval prior quoting the project. There is no record of this project being submitting to LA County Health Department for approval.
In order for the contractor to obtain pricing on this system, can you please coordinate with the engineer of record to have this project submitted to the LA County Health Depth?SDE: Pretreatment system must meet standard county requirements for a NOWTS system and water quality objectives to be attained with their device can be reinforced within the design review letter. A process performance warranty is not strictly necessary and can be removed from the specifications requirements as the design review letter will confirm the treated effluent quality meets the correct standards.

As this system is on federal property, it will not be submitted to the LA County Health Department. The federal government does not seek approval of local government entities.

125Rocky Oaks - Drawing SS3.0 detail 2 shows an AdvanTex A20 2 pod mode 1A unit for the septic system. The AdvanTex dealer has performed a cursory review of the project and has expressed concern that this project will not confirm with LA County Local Agency Management Plan. Does the government intend to submit this project for review to the LA County Health Department? We will be unable to obtain a quote from AdvanTex until this is complete. The AdvanTex dealer suggested these two design modifications that would alleviate their concerns about conforming to the LA County Local Agency Management Plan:
•Instead of using a single 2500 gal recirculation tank with two AX20 pods as shown on the plans, use one AX40RT pod and tank combo. This should be a lower capital cost than the pod/concrete tank system which should be a benefit to NPS.
•VCOM panel instead of the TCOM indicated on the plans. This provides more control and alarm capability with the proposed controller type change.
These modifications are acceptable. • No, per response above. Other comparable products can be used.5
126Paramount Ranch, documents do not clearly show existing fire lines to be removed or abandoned in-place. A/E please advise.SDE: Remove only sections of fire lines that conflcit with proposed improvement installation. Otherwise abandon in place. For lines abandoned in place, provide slurry seal at either end to cap at both ends.6
127Paramount Ranch, documents do not show existing utilities running along the existing Medea Creek bridge to remain or removed. If to be demo, are we allow to reuse existing pipes and/or conduits. A/E please advise.SDE: Proposed water, sewer and dry utilties called per plan are to replace existing lines crossing the bridge respectively. Contractor to identify existing utilties crossing and coordinate with owner for active and non active lines prior to removal. Utilites that are not replaced by those proposed per plan are to remain. Pipes that are demo may not be resued.6
128Requesting Additional Contract Duration. Due to procurement and lead time required on material, submittal submission and review time, we are requesting an additional four month for contract duration (from 12 months to 16 months). Most subcontractors bidding this project are small business and will be starting one site then moving over to second site causing a bit of a lag. Otherwise, General Contractors will need to hire large size businesses who have large crews to work simultaneously on both sites which we feel will drive costs significantly higher. 365 days is very aggressive on a project like this with multiple buildings and multiple sites, especially since material acquisition times these days take several months to get. NPS please approve this request. The period of performance was extended in Amendment 4 where the contract clause 52.211-10 was revised from 365 calendar days to 450 calendar days.6
129Paramount Ranch, without site demolition plans, please clarify how General Contractors are to bid the site utilities demolition. Request NPS clarify scope, so all bidders are bidding same scope. Some examples that need clarity are:
1.Page 245, Submittals, C. “Demolition Plan: Submit demolition plan for removal of existing site utilities required to install new utilities.”
2.page 247, Selective Demolition for alterations, B. “Remove existing work as indicated and as required to accomplish new work.”
SDE: Majority of existing utilties are understood to have been removed as part of remediation stage. Contractor to perform utility locate and provide plan for additional removal of utilties that may conflcit with propsoed improvements.6
130See Spec 07 41 13-1.8B for Paramount site. It calls out for the corrugated siding/roofing for the buildings located at Paramount Ranch to be Western Metal. According to the manufacturer, this product cannot be provided under warranty. Please confirm that no warranty is needed for Corten material.
ARG: Confirmed, warranty is not required. Warranties for Corten products are not available.6
131Please confirm if you will require a Site Safety Health Office as part of our project team.NPS: see response to question #1466
132Please advise if the bid date can be moved back. A Monday morning bid will deter a lot of subcontractors from submitting quotes. We want to make sure we have the most competitive pricing for the NPS.Please refer to the latest amendment for the current proposal submission deadline.5
133Paramount Ranch - DELUGE EXPOSURE SYSTEM- Spec 21 13 19 calls for Deluge Exposure Protection systems. These are referenced on the plans (reference FP2.0, etc.), but not shown. Likewise, the riser diagram (ref. Detail 5 on FP5.1) indicates that these are “FUTURE” systems. Are the Deluge systems required as part of the current scope of work?IEI & ARG: The Deluge system is included in the project. Omit the reference to the note 'future' on detail 5/FP5.1. Refer to details 11 & 12/ A8.5 and spec section 21 12 19 for layout and design intent. The contractor is responsible for final design-build of the sprinkler systems, and for developing shop drawings which shall be submitted for approval.6
134Paramount Ranch - DELUGE EXPOSURE SYSTEM- Sprinkler plans refer to a Basis of Design Narrative (ref. FP2.0, etc.), but such does not appear to be in the specification package. Please provide this Narrative. If none exists, please provide desired design criteria.IEI & ARG: Omit the reference to 'Basis of Design Narrative'. Refer to details 11 & 12/ A8.5 and spec section 21 12 19 for layout and design intent. The contractor is responsible for final design-build of the sprinkler systems, and for developing shop drawings which shall be submitted for approval.6
135Paramount Ranch - DELUGE SYSTEM DEMAND- Will the water demand for the Deluge system need to be figured into the water supply requirements simultaneous with the overhead sprinklers?IEI: Per NFPA 13 (2016 Edition), Section 11.3.2.2: The water supply shall be capable of furnishing the total demand for the interior sprinkler system and exposure protection deluge system.6
136Paramount Ranch - FIRE SUPPRESSION SYSTEM DEMAND- Depending on the requirements of the Deluge systems (and whether this demand needs to be figured simultaneously with the interior overhead sprinkler demand), the riser size and possibly the water supply made be inadequate. Shall the contractor still figure using the sizes indicated on the sprinkler plans or resize them for actual demand conditions?IEI: Pipe sizes should be modified as necessary for actual demand.6
137BID DATE- depending on the answers to these questions, more time is needed to prepare our bids. Will a bid date extension be granted? Please refer to the latest amendment for the current proposal submission deadline.6
138Paramount & Rocky Oaks - SPRINKLER PLANS- Bid set fire sprinkler plans indicate they are “100% Final Construction Documents”. Are these already approved?
a.If so, must these be followed (they may not be fully coordinated with final locations of other features, etc.)?
b.If so, are these Documents available to the installing contractor (at no cost to the contractor) for their use?
c.If so, must the installing contractor submit their own plans anyway?
IEI: The drawings are developed for layout and design intent. The contractor is responsible for final design-build of the sprinkler systems, and for developing shop drawings which shall be submitted for approval.6
