About this file
This document contains answers to questions from potential offerors on a federal solicitation. The solicitation is for rebuilding the Paramount Ranch and Rocky Oaks Administrative Area within the Santa Monica Mountains National Recreation Area in Agoura Hills, California, issued by the National Park Service.
The questions and answers provide clarification on the pre-proposal site visit date and time, confirmation that small businesses are not required to submit a small business subcontracting plan, the correct email address for a point of contact, an updated anticipated notice to proceed date of January 2, 2023, allowance of project experience from the past six years rather than five to be included in the proposal, and confirmation that the deadline for pre-proposal questions is 10 calendar days rather than business days before the proposal due date.

| Solicitation No. 140P2022R0066, SAMO-303051/310132 | |||
| Questions | Answers | Amendment | |
| 1 | Please provide date/time of the site walk | The date/time of the pre-proposal site visit has not been determined yet. When it is, an amendment will be posted to www.sam.gov providing all offerors with the information. | 1 |
| 2 | We are a Small Business under the SBA criteria for small business. |
Per page 1 of the "B08_Atch_12_Subcontracting Plan", and per page 50 of the Solicitation under item 3,it is noted that "SMALL BUSINESS SUBCONTRACTING PLAN: Small business offerors are not required to submit a subcontracting plan; however, large business offerors shall complete and submit the attached Subcontracting Plan Form in response to the requirements of clause 52.219-9."
But then on page 54 of 55, under Evaluation Factors, under "Volume I --Non-Price Proposal", under "Factor 6 Small Business Participation", it is noted:
"All offerors (both other than small businesses and small businesses) will be evaluated on the extent of proposed participation/commitment to use U.S. small businesses in the performance of this acquisition (as small business prime offerors or small business subcontractors) relative to the objectives and requirements established herein. Small business offerors will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor"
Thus the information about who fills out the Small Business Subcontracting Plan is in conflict in the solicitation.
The Small Business Subcontracting Plan identifies subcontracting goals for a variety of disadvantaged company times. Since we are a Small Business and are apparently not required to fill out the Subcontracting Plan, then we will not be providing any information in our proposal related to percentage work performed by various disadvantaged business categories, as called out in the Plan under Items "2", "3", and on through item "11".
| Can you confirm and/or clarify this? | Small businesses are not required to submit a Small Business Subcontracting Plan. The goal of both of these referenced sections is to encourage small business participation. Small businesses prime contractors already fulfill this by default and do not need to provide any additional information. | 1 | ||
| 3 | Outlook indicated that the email address for Gabriel Castellanos was not valid; is there a correct email address for him? | Gabriel's email address is gabriel_castellanos@nps.gov | 1 | |
| 4 | Solicitation, Factor 3, page 48 of 55 states to “assume a Notice to Proceed date of October 1, 2022” however the proposal is due October 31st. Please provide new anticipated NTP date for use in proposal schedule. | Please use an anticipated NTP date of January 2, 2023. This date has also been updated in the solicitation in accordance with the direction being provided. | 2 | |
| 5 | Solicitation, Factor 4, page 49 of 55 states project experience may include “up to 5 relevant projects completed in the last 5 years.” We respectfully request the allowance of projects completed in the last 6 years. | We will grant the request to expand the allowance of projects completed in the last 6 years for Factor 4. The solicitation has been updated to reflect this change. | 2 | |
| In regards to the above named project can you please confirm the RFI deadline, page 47 of 55 section B. states, “Pre-proposal questions shall be submitted a minimum of 10 days prior to the due date and time for proposals.” Is this 10 business days or just 10 calendar days? | This is 10 calendar days and the word "calendar" has been added to the this section in the solicitation for clarification. | 2 |
