140P2021R0076 Amendment 0004 Questions and Answers No. Question Response
1 Reference Marine drawings. Please verify graphic scale on marine drawings. These conflict with the written scale.
Noted. Graphic scales on sheets S1.4, S2.5, S2.6, S2.7, S2.10 and S2.11. will be updated. The written scales are correct.
SF 1442 states the contract duration is 365 calendar days. It is assumed the duration is for the base bid scope only. Please clarify if additional time is considered if options are selected.
No additional time will be added for inclusion of the options from time of Award to Notice to Proceed, if an option is exercised after the Notice to Proceed (but before the 4‐month contract limitation) then additional non‐compensable days may be negotiated.
There are various notes addressing phasing of the work and access to the existing facilities; however, we are unable to locate a phasing plan or restricted areas for the marine side work. We assume there will be unrestricted access to the existing areas for the duration of the project. Please confirm. If not, please provide a phasing plan for the marine side work indicating restricted access locations and timeframes.
The marine work area will be given to the contractor for the duration of the work. However, the contractor will need to work with the Park to minimize impact to operations which will be dependent on project duration primarily. The Park has asked that they have access to 60 linear feet of bulkhead for law enforcement boats at all times. That area can shift throughout construction.
The Price Schedule has several options listed which have schedule impacts. It is assumed all options will be selected at time of award. Please confirm. If options are selected after contract and/or NTP, please confirm additional time and cost will be considered.
No additional time will be added for inclusion of the options from time of Award to Notice to Proceed, if an option is exercised after the Notice to Proceed (but before the 4‐month contract limitation) then additional non‐compensable days may be negotiated.
CLIN 00006, Pier Replacement is listed as an option. Please confirm the pier and the existing grades below are to remain in their current condition should the option not be exercised.
The areas below the pier must be dredged regardless of whether the optional CLIN is in the scope of work or not.
CLIN 00003, Dredging indicates a quantity of 1 lump sum. Marine Dwg S1.1, Table of Quantities lists the dredge volume as 1,9000 cy. Offerors do not have the opportunity to verify all existing conditions to quote the actual quantity to provide equivalent bids. We assume the provided quantity is the basis of our proposal. Please confirm.
Confirmed. Bid the quantity listed on the bid documents. Per spec 35 20 23, 1.4.A.1, once awarded, the contractor shall confirm quantities with their own survey. If quantities are determined to be different than indicated in bid documents, additional scope shall be negotiated.
Defect Repair Table indicates various repairs. Most have dimensions; however, there are a number of repairs which are not fully quantified such as cracks, cold joint gap, etc. Offerors are unable to provide equivalent proposals without complete quantities. Please provide actual quantities, basis quantities, or allowances for these various repairs.
Please use the following quantities for the superficial bulkhead repairs:
1.Site preparation (Item 2‐G10):
a.Spall/failed patch repair:
i.Saw cut around spalled concrete area – 146 LF ii.Remove concrete around spalled area – 25 CF b.Fill Voids:
i.Saw cut around void paving area – 36 LF ii.Remove paving around void area – 15 SF 2.Site improvements (Item 2‐G20):
a.Crack Repairs – 450 LF b.Cold Joint Repair – 410 LF c.Spall/failed patch repair:
i.Patch spalled concrete area – 25 CF d.Fill Voids:
i.Infill void areas w/approved fill – 24 CF
Photos of Containment Area show equipment located in this space. We assume all equipment will be removed by others prior to the start of this contract. Please confirm. The equipment will be removed from the drying area prior to the Notice to Proceed.
9 Jones Act is not specified. Please confirm if this act is applicable. Jones Act does not apply to this project.
Several references are made in the Marine drawings that no existing utility information is available. We assume there are no known utilities within the property limits that will impact the dredging or other operations. Please confirm. There are no known utilities within the property limits that should impact the marine work.
Appliable Codes section lists several codes which pertain to historic preservation. Please clarify which aspects of the project are considered historic. There are no historic components to this project.
12 Reference Marine Dwg SheetG2. Notes 25 & 26 reference geotech info. Report not found in documents. Reports provided on May 23, 2022 as an amendment to the solicitation.
Reference Marine Dwg SheetG2. Note 36 states the project site is on an active waterway. Please identify any restrictions for access within the bay or a dedicated route to the Containment area.
This needs to be coordinated with the Park once contract is awarded. For the purposes of bidding, assume that access to the site is a direct line from the work area to the sea plane ramp.
Reference Marine Dwg Sheet S1.2. Turbidity curtain is shown outside of the property limits. Please confirm the Government has obtained approval and taken the necessary measures to work outside of the property limits.
DPNR and USACE have been consulted regarding the specifics of this work and all approvals are in place.
Exact turbidity curtain locations to be determined by awarded Contractor to accomplish work intent.
Various notes in the Marine drawings refer to contaminated materials. We have located the mold assessment for the Visitor Center building in the RFP, but are unable to find any other reports indicating other hazardous materials. We assume there are no known hazardous materials on the marine scope of work. Please confirm. Confirmed. There are no known hazardous materials associated with the marine scope of work.
Reference Marine Dwg Sheet S2.1, Sheet Pile Note 3. Steel Pile Note 3 and Spec 314116 refer to the Geotechnical Engineer. We assume that all Geotechnical Engineering and associated costs to include testing are to be provided by the Government. Please confirm.
A geotechnical engineer will need to be contracted with the General Contractor and be included in their bid per Spec 314116, Paragraph 1.5.C.
Reference Marine Dwg Sheet S2.1, Sheet Pile Note 4. Steel Pile Note 4 states all piles shall be driven to the required capacity. Note 2 states all piles shall be driven to the minimum tip elevation. Since we are unable to know the capacity, we assume all bids are to be based on installation to the minimum tip elevation. Please confirm.
Piles must be driven to the required capacity and obtain the minimum tip elevation. Bid pile lengths based on the indicated estimated pile tip elevation. During production, piles must obtain the minimum pile tip elevation. Should the pile achieve axial capacity above the minimum tip, the Contractor must continue driving to achieve the minimum tip elevation. See attached 'Response 17 ‐ Steel Pile Clarification.pdf'.
We request consideration of a time extension to the proposal due date to allow for inclusion in pricing of RFI's still to be answered, and to allow for participation of additional key trade subcontractors. The deadline has been extended to June 8, 2022.
Please advise what repair work, if any, is intended to be included for the finger pier in base bid if the pier replacement option is NOT exercised (spalling and crack repair, cleat and fender replacement, ladder, nav light, etc). If this option is not selected/exercised, then the pier is to remain as is and no work is to be done on it.
Land side phasing. Visitor Contact area and Law Enforcement Area are indicated to be phased and to minimize down time. Please clarify if there is a maximum down time allowed for each area, if both areas can be down concurrently, and if there is a preferred time of year for each to be down.
These two areas can be down concurrently. In terms of the maximum down time, it can be assumed that it is 2 weeks for the Visitor Contact area and 4 weeks for the Law Enforcement area. As far as the preferred time frame, this will need to be established after contract award. The point of identifying these areas was to convey an understanding that all trades associated with the work in these areas would need to be mobilized to minimize the window of work in those particular areas.
Section L, Instructions, Part F.3, "SECTION B CONTRACT PRICE SCHEDULE" requires bidder to “Also provide a separate Schedule of Values (SOV) for each line item in the Section B Contract Price Schedule. Each SOV shall show the line item price broken down by major work components." Please clarify level of detail that is required at bid stage to satisfy this requirement. The Schedule of Values should be in CSI Masterformat 2004 Level 2 detail.
Mold Remediation. Sheet G101 incudes note for Mold Remediation Work: THIS PROJECT INCLUDES MOLD REMEDIATION IN ADDITION TO THE SCOPE INDICATED ON DRAWINGS. THE SCOPE FOR THIS MOLD REMEDIATION WORK IS OUTLINED IN A REPORT TITLED '4305¬20¬134 NPS CRUZ BAY MOLD ASSESSMENT_FINAL' WHICH IS
PROVIDED WITH THIS DESIGN PACKAGE. CONTRACTOR SHALL COVER ALL MOLD REMEDIATION
RECOMMENDATIONS OUTLINED IN THIS REPORT AS A PART OF THIS CONTRACT. THE MOLD REMEDIATION WORK WILL BE A PART OF BID ITEM 1." The following are questions related to the 'Recommendations' section of the Mold Assessment Report: Setup verbiage for questions 22a through 22e. See these questions and responses.
22a
A. Parts of the recommendations appear to be included as part of the design and bid documents, including work related to HVAC equipment and ducts, ceiling tiles, and light fixtures. The assumption is that any mold remediation requirements for HVAC ductwork, equipment, and terminal diffusers; light fixtures; ceiling tiles; and gutters & downspouts are covered in the drawings and no additional work is intended or needs to be inferred.
Please confirm. Correct. Design documents cover any work associated with these systems.
22b
B. Recommendations make clear that asbestos testing was not performed, but recommends to perform testing for materials that may contain asbestos. Are there any materials that are anticipated to contain asbestos, and is asbestos testing to be included in base bid scope? Is there a number of tests, or selection of samples that can be assumed so offerors can provide equivalent bids? No, no ACM is known or expected. Do not include any costs for testing or remediation.
22c
C. Is it NPS intention for the contractor to perform the "Evaluation of humidity controls for building and ensure HVAC system maintains the RH below 60 percent and ideally below 50 percent throughout the year", or can this be assumed to have been completed by the design team?
Upon successful installation of the new mechanical system, this will address the RH requirement. No additional work outside of the design documents is required.
22d
D. There are a selection of "General Recommendations" as part of the recommendations section. The items listed in this section appear to be directed to the design team or the facilities manager. Are any items in that section that should be considered part of the contractor's scope for base bid?
Contractors are responsible for address specific recommendations, 1, 2 (A, B), 3 on page 6 of the report. Item 1 includes remediation of the areas identified later in the report. The general recommendations listed on page 7 are not in the contractor's scope/base bid.
22e
E. Recommendation is included to "Remediate areas of visible mold growth in mechanical rooms, supply room and office adjacent to supply room where visible mold was identified." It is unclear if remediation will entail replacement of affected surfaces, or surface cleaning and sanitizing only, or combination of both. Further, extents of the damaged or affected areas are not provided. Can the identified areas either be indicated on the drawings, or assumed quantities provided, so that offerors can provide equivalent bids.
Quantities for the purposes of bidding are provided on pages 7 and 8. The existing ductwork is indicated on drawings for the purposes of bidding ductwork cleaning. No additional drawings will be provided for bidding purposes.
23 Is the Fire Alarm to be included in the bid?
The fire alarm system is existing. A couple of new devices are being installed, identified on electrical drawings. Pictures of the existing fire alarm control panel have been provided with this response. See attachment 'Response 36 ‐ Existing Fire alarm Pictures.pdf'.
Please refer to: Section 35 20 23 – Dredging, Part 1 General, 1.6 Over depth dredging: Question: If the dredged material exceeds the amount of 1900 CY indicated on drawing S1.1, will the additional CY be paid as a change order?
Confirmed. Bid the quantity listed on the bid documents. Per spec 35 20 23, 1.4.A.1, once awarded, the contractor shall confirm quantities with their own survey. If quantities are determined to be different than indicated in bid documents, additional scope shall be negotiated.
Please refer to: Section 35 20 23 – Dredging, Part 3 Execution, 3.2 Conduct of Dredging Work A. “… After dewatering, material will remain or be transported to the disposal site as directed (Bovoni Landfill).” How do we treat this cost item in our bid? For bid purposes this should be clearly defined to remain or to be transported.
The GC is responsible for accounting for the means of transportation and associated of costs from the drying site to Bovnoi Landfill on St. Thomas. As far as the cost of dropping the material off, the design team spoke with Bovoni regarding this issue and the landfill wanted to accept the material to use as cover. GCs shall carry $5,000.00 allowance in bids as a contingency for disposal fees in case landfill requirements change and they charge for disposal.
Please refer to: Section 35 20 23 – Dredging, I. Safety of Structures: The prosecution of the work shall ensure the stability of the piers, bulkheads and other structures. What is the depth of the existing bulkhead sheet pilings?
Original bulkhead drawings are being provided as a supplementary document with this response for bidding purposes. Assume drawings are correct in terms of depth and sheet piling characteristics.
27 Is the dredging operation allowed between 6:00 AM to 6:00 PM? (Daylight Hours) For the purposes of bidding, adhere to division 01 specifications which limit all construction activities to the hours of 8:00 am ‐ 5:00 pm.
Regarding the dredge spoil stockpile area, Will the boats stored in the containment area be relocated to allow the contractor full access for the dredged material storage? Yes, NPS will relocate this equipment prior to the GC starting work.
Per the Contract Price Schedule, we understand that the “Pier Replacement” is to be priced as Option 6. If the finger pier is to be repaired only, should this be carried under item 2 “bulkhead repair”? If this option is not selected/exercised, then the pier is to remain as is and no work is to be done on it.
Please refer to the first and second floor SOW, Will the furniture in each room be relocated prior to construction? Is the contractor responsible for the relocation of the contents and furniture of the building?
The furniture will remain during construction. IT equipment and personal items will be removed by NPS. The GC is responsible for moving furniture to center of rooms or between rooms during construction to accommodate work tasks. Furniture must be protected at all times.
wiring between these two points… and Section 27 10 00 – Structured Cabling Specification
• How many fiber strands are required for the temporary fiber to the law enforcement area? It is not specified on the drawings, although the structured cabling spec say to reference drawing.
• Will this fiber need to be converted to permanent?
• What is the condition of the existing infrastructure and data/it/telecom infrastructure?
• The Structure Cabling Specification states:
"Provide a complete permanent system of cabling and pathways for voice and data communications, including cables, conduits and wireways, pull wires, support structures, enclosures and cabinets, and outlets."
However, the drawings as notated conflict with this specification. Please provide clarification.
Fiber cable requirements shall be 2 strand, OM2 type, multi‐mode fiber for both runs. This fiber is intended to bridge the gap temporarily such that telecom services are maintained for the two phases areas during construction. The reason these are necessary is that the main network rack will be disconnected during construction since it is located in a work area on the 2nd floor server room. At both locations, the contractor shall supply a minimum 12 port switch and wireless access point, so workstations can be temporarily wired or wirelessly connected to these temporary access points. They are temporary and will be removed at the end of construction and all former devices connected back to the permanent building network (wall data/phone ports). The existing infrastructure is functional and works. Disregard the referenced excerpt from the Structured Cabling specification and adhere to the requirements outlined in this response.
32 Will we need to coordinate with any Internet Service Providers (Viya, BBVI, VInGn) to affect a complete scope?
It is not anticipated that this will be required, given the scope. However, utility company coordination as necessary to accomplish the work is a requirement of the scope per Division 01 specifications.
Regarding the PV system, There is no indication of module level rapid shutdown devices (RSD) per the NEC 2017 requirement. Please advise on owners’ requirements.
The PV system shall be equipped with rapid shutdown devices (RS) to meet NEC 2020 requirements per NPS standards. The pushbuttons associated with this shutdown shall be installed in the 1st floor main electrical room for easy access by the fire department. Core through 2nd floor from solar inverter room and route necessary conduit/wiring to 1st floor electrical room to accommodate this location. All shutdown devices shall be properly labeled per NEC requirements.
Regarding the PV system, Current riser diagram and equipment selection indicates storage (battery) integration but no storage is indicated in the drawings. Is the expectation to install at a later date or can an alternate be proposed?
No future battery storage is anticipated or planned for. Bid the drawings and specifications as they are indicated. Proposed changes to the system can be explored after contract award.
Regarding the PV system, Riser diagram switchgear requires controls with an anti islanding relay.
If there is no storage we could land the solar feed at a utility disconnect prior to the Gen ATS. or a fused disconnect that will double lug on the utility side of the ATS. If storage integration is not intended is there an opportunity to bring some value engineering into the discussion?
Bid the drawings and specifications as they are indicated. Proposed changes to the system can be explored after contract award.
"Reference sheet F001. Fire Protection Note #F17 states ""INSTALL NEW FIRE ALARM DEVICE ON NEW WALL FOR CONFERENCE ROOM NOTIFICATION. CONNECT NEW FIRE ALARM DEVICE TO EXISTING BUILDING FIRE ALARM SYSTEM."" Please provide Manufacturer and Model # of existing Fire Alarm Panel. Pricing for technician and programming varies depending on type. "
The existing fire alarm control panel is an older model, Cerbrus Pyrotronics unit. The model number is unknown. Pictures have been provided with these responses for clarity. See attachment 'Response 36 ‐ Existing Fire alarm Pictures.pdf'.
Pre‐Proposal slide deck includes a detail for turbidity barriers. We are unable to locate this detail in the contract documents. We assume turbidity barriers are to comply with the requirements noted in the contract documents, and this detail is provided as an example of a turbidity barrier which can be used. Please confirm.
Correct. Turbidity barriers are to comply with the requirements noted in the contract documents. The detail provided is an example of a turbidity barrier which can be used. However, this is the minimum level of barrier required.
Various S drawings show a location of the turbidity barrier. Dwg S, General Erosion & Turbidity Control Note 2 provides options for location of the turbidity barrier. We assume this is at the contractor’s discretion. Please confirm.
Correct. The depicted location for the turbidity barrier is for information purposes only. Contractor shall move, re‐locate, and reduce or expand the limits of the water areas enclosed by the turbidity barriers as in‐ water work progresses. Contractor shall monitor the turbidity levels to ensure that territorial water quality standards are maintained and construction methods are in accordance with the permits.
Reference Spec Section 35 20 23, Par 1.6.A. Par 1.6.A states that overdepth dredging of .5’ below the depth specified will be measured and paid for at full contract price. This language is unclear, and we interpret this to mean this portion of the work will be a change condition. Please confirm.
Portions of the ferry basin that are at or deeper than the design depth are not to be dredged. Areas in the ferry basin that are less than the design depth will be dredged. In these areas the Contractor will be paid for the volume dredge to the design depth up to 0.5 ft. of overdredge. The dredging will be measured and paid by the CY, provided it's beyond the noted quantities in the contract document.
Reference Spec Section 35 20 23, Par 1.3. Par 1.3 lists an Environmental Plan as a required submittal for approval;
however, the spec does not address the requirements for the plan as it does for the other required plans. Please provide the requirements for this plan.
The environmental plan shall provide an explanation of all environmental protective measures and best management practices that comply with local regulations pertaining to water, air, and noise pollution. This plan shall also provide environmental protective measures required to correct conditions, such as oil spills or debris, that occur during the dredging operations as required by the permitting agencies.
Reference Spec Section 35 20 23, Par 1.8. Par 1.8 requires compliance with the environmental and construction permits. Please confirm these permits have been obtained by the Government and no costs are to be borne by the Contractor. Also, please provide copies of these permits to ensure cost and schedule impacts which result from compliance with these permits can be determined in our proposal.
All permits or exemptions required for the work in this contract have been obtained. There are no cost or schedule impacts that need to be accounted for by the GC.
Reference Spec Section 35 20 23. Spec Section 35 20 23 makes several references to an Independent Hydrographic Surveyor. We are unable to determine if this is provided by the Government or the Contractor.
Please clarify.
Contractor shall engage an independent hydrographic surveyor to perform pre‐dredging and post‐dredging surveys.
Reference Spec Section 31 41 16, Par 3.3.B. Par 3.3.B states that splicing of piles is not permitted. Par 3.3.A.2.f states that piles may need to be driven to a depth below indicated tip elevation. We assume splices will be permitted if piles will need to be longer due to a deeper tip elevation shown in the documents. Please confirm.
Piles are to be driven to the tip indicated in M&N’s response to Question 17. See 'Response 17 ‐ Steel Pile Clarification.pdf'. Should a greater depth be required to achieve the capacity specified in record drawings and per the Project’s outlined test pile plan, splicing of the piles shall be permitted such that splices are full penetration welds performed by certified welders
Reference Marine Dwg S2.8. Dwg S2.8 shows the precast concrete panel dimensions and other details. Dwg S2.1 does not identify precast panels. We assume the notes regarding reinforced concrete (i.e. concrete strength, rebar criteria, etc) apply to the precast work. Please confirm.
All new‐construction of concrete shall conform to the requirements outlined under heading “REINFORCED CONCRETE” of Sheet S2.1 STRUCTURAL NOTES in the Project Drawings.
Reference Marine Dwg, S2.5. Cross‐section B1 shows 19’0” between column lines. Dtl C1, Dwg S2.6 shows the concrete infills at 1’6” on each side of the column line. Plan C1, Dwg 2.8 shows the precast panels to be 17’0”.
These dimensions do not align. We assume the precast planks are to be 16’0” to align with the column line spacing. Please confirm.
The precast panel shown in Details D1 and C1 of Sheet S2.8 of the Project Drawings are to be 16’‐0” in length to allow for the 1’‐6” infill line on both sides of the column line. Additionally, maintain 1’‐0” of rebar on each side of the panel as shown in the attached figure for Details D1 and C1 of Sheet S2.8. See attached 'Response 45 ‐ Precast Panel Clarification.pdf'
Reference Marine Dwg D2, Dtl A1. Dtl A1 shows removal of mooring cleats and hardware. We are unable to find a detail for removal of the anchors for the cleats. Please provide a detail for the extent of demolition and repairs required for this work. See detail C2 in S2.10 ‐ Typical Existing Anchor Bolt Cut‐Off.
Spec Section 01 35 13.22 refers to work in archeological sensitive areas. We are unable to locate these area(s) in the documents. We assume there are no restrictions on the work nor are any permits required regarding this item. Please confirm. There are no archeological sensitive areas for this project. Disregard these requirements.
Reference Spec Section 01 42 00. At the end of Spec Section 01 42 00, References, there is a Statement of Structural Tests and Special Inspections. This document addresses special inspections required for the project.
There are no indications of the new pier structure nor is there any sheet within the Marine Dwgs. Please confirm if any special inspections are required for the construction of the new pier.
There is no Statement of Structural Tests and Special Inspections form for the pier or any marine element.
The only inspections required are outlined in the written technical specifications for those particular components.
Reference Spec Section 01 57 19.12, Par 3.1.B.1. Par 3.1.B.1 states that activities over 80 dB(A) is not to exceed 3 minutes per hour. Par 3.1.B.2 lists pile driving as 95 dB(A). We assume this restriction will not apply to allow for installation of the steel piles. Please confirm.
It is understood that the pile driving activity will exceed the limits set for in Division 01 specifications. This is acceptable, provided local sound ordinances are following. Per local ordinances, construction activities are exempt from sound requirements provided they are not performed between the hours of 11 pm and 7 am, which is not permissible by this contract anyways.
