Questions, Answers, and Minutes from Previous Solicitation

This project was solicited previously. Listed below are questions from potential offerors, and the official Government responses, from that previous solicitation.

Q1. Reference: RFP- Page 125 of 141 Section L- C1 Factor 1- Technical Ability, Sub-Factor B- Capability and Previous Experience. Can we utilize the intended subcontractor’s past experience or does the past experience have to be of the offeror’s?

A1. Offeror’s experience.

Q2. Can you please confirm that it will only be the Lower Crane (40 ft. telescopic crane) that will be required to make picks in Sea State 3 conditions? (41 22 23-1.3.a.2) - And if so, is it safe to assume all load cases for the upper crane will be in "Static" or "Onboard" environments?

A2. Only the lower crane will be required to make picks in Sea State 3 conditions. Upper crane will be static or onboard environment.

Q3. As seismic cases of magnitude 0.942g (41 22 23-1.3.a.4) are rare, seismic loadings will not be considered in conjunction with wind loads. Additionally, in accordance with API Spec 2C 7th Ed 5.6.3.f a 1/3 stress increase will be allowed.

A3. Seismic and wind loads are not required to be applied simultaneously for the crane design. The 1/3 allowable stress increase is applicable for wind or seismic loads.

Q4. Is the man basket considered part of Rapp Marine or the winning contractor's scope of supply?

A4. The man basket is to be supplied to the project along with the crane. Who actually furnishes the basket is up to the contractor as long as it is compatible with the crane fittings and operation.

Q5. What is the Duty Cycle for both Upper and Lower Crane? API Spec 2C Production duty is assumed.

A5. Based on current Park operations the Duty Cycle for each crane is Production Duty per API 2C Table 7.

Q6. Are there any other critical load cases beyond the 3 listed?

A6. No.

Q7. Refer to Specification Section 41 22 23A: Under the (1.3) System Description, (3.) Crane Capacity, it states the crane shall be provided … with the ability to introduce slewing stops (limiters) to prevent interference with adjacent structures. Are slew stops/limit switches to be included in the crane supplier’s scope?

A7. Yes, the Government desires that slew stop switches be included in the crane supplier's scope.

Q8. (2.10 Basic Construction) Does the hydraulic reservoir need to be 316 stainless steel, or is Glyptal coated (internal) carbon steel acceptable?

A8. Gyptal coating is acceptable if reservoir is housed inside crane pedestal.

Q9. 2.19 Control Consoles and Valve and Gauge Panels) Is a fixed control stand at the base of the crane desired? Other options could include a ride-around control station, wired/wireless remote control, etc.

A9. Wireless remote control is desired.

Q10. Are there any limitations on the power available to run the cranes? I know during our discussions with Moffatt & Nichol, there was some concern over the size of the electric motors to be used. The only speed requirement given is for slewing (which we would recommend limiting to 1.0 rpm maximum), but API Spec. 2C will dictate the minimum hoist speed.

A10. If the question is will there be operational limits on the crane due to the power supply, the answer is: There are no speed limitations on the crane movements associated with the power supply. The generator which supplies power is sized to accommodate the cranes’ entire envelope of operational capability.

Q11. Of the two potential crane suppliers listed, one has indicated that they are busy and that it would likely take at least 9 months for them to provide the specified cranes. If one adds the required time for submitals/approvals, likely another month, the procurement of the crane could easily become 10 months. Because of this time requirement we ask that the construction schedule be increase from 6 mo. to 12 mo.

Given the difficulties in accessing the Island and variability in weather and ocean conditions, additional time will likely be needed. I understand your concerns about nesting birds/tourist accessibility, all of these things could be negotiated.

A11. The current lead time for the cranes is anywhere from 16 to 36 weeks. The period of performance will remain 180 calendar days from notice to proceed, however there will be a three month delay in issuing the notice to proceed (from contract award). This time may be used to begin off-site planning processes and tasks such as submittal preparation and ordering supplies and materials required to prepare for construction.

Q12. Is the inside of the crane boom required to be coated? If so what surface preparation and coating system is required?

A12. Blast / paint interior of extension boom and other accessible areas

a. Surface preparation procedures:

i. Clean per SSPC-SP1/SP-10 using a blend of steel grit and garnet to near white cleanliness

ii. Reblast areas of imperfection

iii. Substrate to be painted needs to be pre-cleaned as per SSPC SP1 solvent cleaning to remove visible and soluble contamination

iv. Interior of the boom should have the same coating system as proposed for the exterior components, ie, a combination of zinc, epoxy and polyurethane

Q13. Are the hydraulic fittings to be used on the crane required to be Stainless steel; and the reinforcing wire?

A13. Hydraulic fittings to be stainless steel, yes. (Not sure what reinforcing wire refers to).

Q14. On page 125 of the solicitation, under Factor 1- technical ability, (b) it states that only projects completed with the previous 5 years are to be considered relevant, we take issue with this requirement for the following reasons:

a) This is unfair to contractors who have many years of experience specific to this requirement but cannot list the work performed because its outside the specified time requirement.

b) Experience is not something that is lost with time, but actually increases with time as a contractor competes more projects, this requirement completely negates this concept by discounting any experience accumulated by a contractor outside the specified 5 year time limit.

c) The NPS has a vested interested in the successful completion of this project, selecting the most experience contractor to perform this work increases the odds of a successful outcome. Consider that a Newbie contractor who has only completed 3 projects overall, but all 3 where completed within the last 5 years would have a better rating than a contractor who has completed 25 projects overall but only 2 withing the last 5 years that are applicable to this project. Using the NPS rating system the Newbie contractor has more experience!

A14. This will remain as 5 years. Offerors may submit projects completed more than 5 years previous.

Projects completed more than 5 years previous, may receive a less favorable rating. The Government not only considers relevance, but also currency.

Q15. Sheet C6 shows the vertical rock anchors at the upper crane to be 6 foot into bedrock. Sheet S1 shows the same vertical rock anchors at the upper crane to be 8 foot into bedrock. What is the proper depth of the vertical rock anchors for the upper crane?

A15. S1 governs, the vertical anchors are 8’.

Q16. Sheet S1 represents that the depth of the rock anchors are all similar as to the final elevation. However some of the rock anchor are install just into rock, other go through the retaining wall footing and concrete fill before going into rock. Is the required depth of the rock anchor only count the depth in the native rock or does it include the depth through the concrete? In other words do the anchors that go through the retaining wall footing and concrete fill need to be longer than those that go just into native rock?

A16. It is the length of anchor into rock. The anchors passing through concrete will be longer.

Q17. Sheet C6 shows that the lower crane foundation will require chipping into the rock, however sheet C6 does not show the same thing for the upper crane foundation. This also occurs between sheet S1 and S2. We believe that the upper crane foundation would also require chipping into native rock. Is this just an oversight on the plans or is it the intent that no chipping into the native rock be done for the upper crane foundation?

A17. Yes there is rock removal required at the upper crane. The bottom surface of the footing is founded on rock, and the minimum depth must be met.

Q18. Currently I am bidding the project that is going to be located on Anacapa Island. I am trying to put together a price for how much it would cost to get a crew back and forth from the island every week. Since we would be doing work on the island, I was wondering if there was a way for us to use your boats as a means for transportation. To maximize the work day we would want to leave early Monday morning, and come back Thursday or Friday afternoon. We would have a crew of about 6 or 7.

A18. The Park boat makes one trip per week to Anacapa Island, each Wednesday. Contractors can travel on the park boat at no cost on a space available basis during these normally scheduled Wednesday trips.

Q19. Sheet C7 of the plans shows a cave that is to be filled with concrete but does not give any dimensions. Also addendum 2 in the “Pre-Proposal Meeting Notes and Questions” the 4th bullet says “The cavity for upper crane has a base amount of concrete needed to fill void. If different it will be a dealt with a as a differing site condition.” Without this base amount being identified, bid could vary widely in cost and not be compared accurately. What is the base amount of concrete that we should use for the bid?

A19. The approximate limits of fill area shown on drawing C7 identifies an area previously filled and is shown for reference only; the approximate limits shown does not identify scope of supply for this contract. The base bid for the upper crane foundation should be as shown on the contract drawings (see C6 – 8’ x 8’ x 7’ deep). Varying amounts will be treated as a differing site condition post award.

Q20. Please clarify that the cost for the single family house is a “per person” cost of $14/day (i.e. 5 man crew for 4 nights = 5x4x$14 =$280).

A20. The cost is $14.78 per person, per night.

Anacapa Cranes Pre-Proposal Meeting Notes and Questions

August 1, 2018 Anacapa Island

• Non-shrink grout would be a better application.

• Rock removal can stay on the island in a reachable location by upper crane.

• All concrete, rebar and non-natural material needs to come off the island.

• The cavity for upper crane has a base amount of concrete needed to fill void. If different it will be a dealt with a as a differing site condition.

• There is no fresh water available for construction.

• Contractor will need to bring water for concrete and operations.

• There is power available to the contractor. Needs to be coordinated with the park and the use.

• Concrete demo on the lower slab (deck) is about 4”-6” thick. Unknown how much concrete and rubble is under slab.

• Bird nesting per specs and historic park data is April 1 – July 31.

• Park does use helicopters for heavy lifts and follow internal aviation process.

• Overnight camping is available.

• Island Packers come to island, generally on the weekends.

• NPS boat to island is on Wednesdays, NPS staff and volunteers only.

• Do NOT count on NPS boat for material deliveries. If coordinated, possible “if space available”, to transport individuals.

• Deliveries need to be coordinated with underwater classroom – Wednesdays only.

• Temporary and permanent anchors for climbers are permitted to install conduit. To be coordinated with Park and CO.

• Any demolition of speed rail needs to be coordinated with park and included in accident prevention plan.

• Contractor can use the upper concrete pad for staging area. Need to keep off of slopes and vegetated areas.

• No Gas/Diesel restrictions

• NPS relies on diesel – safer to transport.

• Special inspections would consist of Concrete, rebar. Responsibility of contractor. Photo document everything.

• NPS helicopter operations us a cargo boat to shorten lifts and runs with aircraft.

• Mooring cans can be made available with coordination of NPS. There is only one mooring can in cove.

• Housing – o Single family house would be available to rent by contractor for crew housing. $14/per/day o Max occupancy in single family house is 6-8. Limitation is restroom facility.

o Contractor can use as a field office.

• Park Maintenance Staff is NOT available to contractor.

• Additional trailer housing will be considered.

• No full size trucks. Need to minimize footprint on existing trails. Gator or ATV size is acceptable.

• Landing Zone is the only other laydown and staging area.

• Existing electrical utility is to be abandon in place.

• NPS has both an Open and Secure internet that can be made available.

Action Items for DSC

• Get future PMIS statements for SCUBA shop renovation project. Funding is 3-4 years out for this.
