1. SIGN IN:

2. INTRODUCTIONS:

3. COMMUNICATIONS:

All communication shall be in writing (email is acceptable). All verbal questions during the site visit shall be followed with the question in writing by the contractor. All questions and answers will be disseminated by amendment through FBO.

Please email the Contracting Officer with any questions. Emails or direct calls to the COR or the design firm are unacceptable.

Amendment items shall include but not limited to the following:

a) Site visit meeting minutes.

b) Contractor’s written questions.

Remarks and explanations at this meeting do not qualify the terms of this solicitation if it is not addressed in the amendment. The only official changes to the existing solicitation documents will be issued by amendment. Please monitor FBO http://www.fedbizopps.gov for amendments.

4. SOLICITATION INFORMATION:

a) Small Business Requirements: This acquisition is 100% Small Business Set-Aside.

Offers received from firms that are not small business concerns shall be considered nonresponsive and will be rejected. Any award resulting from this solicitation will be made to a small business concern.

b) Magnitude: The magnitude of the project is between $500,000.00 and $1,000,000.00.

c) Bonds: A Bid Guarantee and payment protection will be required. The bid Guarantee shall be 20% of the bid price. The penal amount of the payment protection at the time of contract award shall be 100 percent of the original contract price, and shall be provided within 10 days after contract award.

d) Bids: Please review Attachment G, Important Notice to Offerors, for a checklist prior to submitting your bid. The solicitation closes on 23 May 2018 at 2:00 pm EST; at which time a public opening of the bids will take place. Instructions for delivering the bids are provided in the solicitation. You must ensure that the bid is on site and received by the Government prior to the bid opening. Bids may be mailed, sent via courier (UPS, Federal Express, etc.), or hand delivered. If you wish to hand deliver your bid or wish to attend the bid opening, please contact the Contracting Officer

e) Award: This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

5. ESTIMATED SCHEDULE:

The schedule for this project is as follows:

Solicitation Close/Bid Opening 23 May 2018 at 2:00 pm EST Contract Award 22 June 2018 (estimate)

Notice to Proceed 10 Calendar Days after Award Completion of Construction 240 Calendar Days after Notice to Proceed

6. CONSTRUCTION OVERVIEW BY PROJECT MANAGER:

Walk through H2 (Ding Darling), H4 (Murie), H3 (Rachel Carson), Tunnel, then finish at H1 (Leopold).
