8 Discussion Letter
Safety Question 1. Overall, there was a lack of evidence presented. References were given without supporting evidence such as no Operations Manual being provided, lack of evidence for SMS exhibit, Emergency Response Plan, training and specific crew qualifications.
The Discussions document identifies weaknesses in our Safety volume. Specifically, the weakness listed is lack of supporting evidence such as operations Manuals, etc. The solicitation in Paragraph D4.2 Volume II ¿ Safety limits the number of pages to 15; Amendment 5 increases the page limit to 30 pages. The basis for Volume II is Exhibit 9 ¿ Safety Management System (SMS) Components Questionnaire and Accident History. Exhibit 9 has 31 questions, each requiring some form of documentation.
This page limitation prevents Croman from submitting copies of our operation Manual (14CFR 135 Manual ¿ 79 pages; 14 CFR 133 Manual ¿ 21 pages, SMS Manual ¿ 58 pages, Emergency Response Plan ¿ 7 pages).
Should we submit copies of the Manuals and plans separately from Volume II or can the page limitation be removed?
The solicitation will be updated to clarify that reference material will not be included in the page count limitations of the Volume II.
