SECTION B – TECHNICAL SPECIFICATIONS

GENERAL REQUIREMENTS

B1 Scope of Contract

B1.1 The helicopter mission support described within this contract is of critical importance to the U.S. Navy ship weapon system test and evaluation program. This is a very significant process that involves a large contingent of personnel and equipment. At the completion of testing, the ship is tasked to carry out operations in support of national defense. During performance the contractor will be expected to conform to military standards for flight operations.

B1.2 The intent of this contract is to obtain flight services to provide transportation for government and contractor personnel and/or cargo in support of military offshore requirements. These requirements include shipboard landings, drone/target recovery support, aerial photography, aerial reconnaissance, external load transfers, weapons system testing, and administrative and related activities as directed by the Government and relayed through authorized air resource coordination representatives. Fulfillment of these programs can only be accomplished through the establishment of an effective working relationship between the Government and contractor.

Employees of the contractor are an integral element to ensure mission accomplishment. The contractor's employees' cooperation, professionalism, and positive attitude towards accomplishment of the mission and aviation safety are essential to establish the necessary relationship that must exist to successfully complete this contract.

B1.3 The Government may require the contractor to install, and later remove, Government equipment on the aircraft for specific missions. The contractor may be required to prepare its aircraft for shipment on a transport aircraft to a forward operating base for specific missions.

B1.4 The Government has interagency and cooperative agreements with other Federal agencies, State agencies, and private landholders, and may dispatch aircraft under this contract for such cooperative use. Some of the requirements of this contract are designed to ready the aircraft for these other uses.

B1.5 Project Description and Requirements.

B1.5.1 General. Helicopters will support military test and trial operations including missions to/from various shore locations and U.S.

Navy, U.S. Coast Guard, and other seagoing vessels. Operations shall conform to procedures provided at preflight/mission briefings and during periodic shipboard landing training. Approximately one-fourth of the operations contemplated in this contract involve utilization of Government-furnished, special mission equipment which must be installed in or attached to the aircraft for test and evaluation of military systems.

B1.5.2 Combat System Ship Qualification Trials (CSSQT). Typical CSSQT operations are conducted on offshore east and west coast operating areas. This would require the contractor to temporarily base aircraft in the vicinity of Norfolk, VA; Wallops Island, VA;

Jacksonville, FL; Andros Island, Bahamas; Port Hueneme, CA; and at other Navy Atlantic Fleet and Pacific Fleet coastal training locations. CSSQTs may require aircraft availability for periods up to 20 days and provide 25 hours of flight time per trial. CSSQTs occur four to five to times per year. The character and tempo of CSSQT operations may vary substantially from one evolution to the next.

B1.5.3 Shipbuilding tests and trials. Shipbuilding tests and trials may be conducted in port and offshore adjacent to Bath, ME, Portland, ME, Pascagoula, MS, Pensacola, FL, or at other locations designated by the Government. Shipbuilding tests and trials may require aircraft availability for periods of 3 to 4 days and provide 6 to 10 hours of flight time per trial. These tests/trials usually occur two to three times per year.

B1.5.4 The contractor will be responsible to ensure that the required special mission Government Furnished Equipment (GFE) is available at the designated test/trial location and returned to the contractor’s operating base or alternate Government designated location, upon completion of operations. If fuel or other considerations preclude carriage of the GFE to/from the designated operating location, the contractor shall notify the designated Government representative. In such cases, the contractor may be directed to ship the GFE. The shipping expense will be reimbursed in accordance with Section C; however, the Government at its option may ship the equipment by other means.

B1.5.5 Research, Development, Test and Evaluation (RDT&E). RDT&E operations vary in length of availability and flight hours flown depending on the test requirements of the individual operation; however, they may require 1 to 2 days of availability and up to 7

B1.6 General Mission Description.

B1.6.1 Mobilization/Demobilization. Operations involve transporting the aircraft to or from a Government-designated test location/forward operating base (FOB). This may include carriage of internal/external special mission equipment necessary for performance of mission services at destination. The route and altitude selected shall be the most economical available in terms of flight hours. Contractor employees may fly on the aircraft while positioning unless the Government has designated the seats/space for its own use. Unless otherwise directed by the Government, the timing of the operations required to position the aircraft to/from the operating location shall be at the contractor’s discretion as long as the arrival/departure is consistent with the operating requirements of the mission. Under such positioning flights, the aircraft shall not be considered to be under the operational control of the Government.

B1.6.2 Aircraft ferry to the test/trial location will be coordinated to provide adequate time for the flight crews to orient themselves with the test/trial locations and to participate in mission briefings. Time will also be allowed to facilitate aircraft configuration and checkout prior to the first operations.

B1.6.3 Logistics, passenger/cargo support missions. Logistics and passenger operations are similar to ferry operations except that cargo and/or passengers are designated to be carried on the flight(s). When required, the Government will schedule flights to carry high priority cargo and/or passengers within the capabilities of the aircraft. All logistic and passenger operations shall be conducted entirely in accordance with 14CFR Part 135 standards.

B1.6.4 Recovery support missions. Recovery support missions generally consist of performing overwater recovery of aerial drone targets and lightweight torpedoes. These targets include, but are not limited to military drone/torpedo targets such as the BQM-34, BQM-74, MK-46, and MK-54. This mission may also require the recovery of the Recovery Mission Specialist (RMS). Recovery is conducted in an open ocean environment in varying conditions and sea states. All recovery missions shall be conducted per the PEO IWS 1TE Torpedo/Drone Recovery Manual.

B1.6.5 Support missions. Support missions include radar tracking, aerial photography, and environmental sensing. Tracking missions generally consist of the performance of predetermined flight profiles for the purpose of providing an aerial radar target for weapon system testing/calibration and/or operator training. The aerial photography mission requires carrying a shipyard professional photographer to record antenna types and positions for new construction and overhauled ships as soon as possible after first underway period. Environmental sensing missions also require the installation of government equipment that analyzes and records environmental conditions before and after specific ship events.
