A3.1 Definitions
A3.1.1 The following definitions are applicable to the schedule of items:
AV1 Daily Availability – Refers to the fixed rate for daily availability during the exclusive use period. The contractor will be guaranteed the value of 365 days of AV1. The daily availability rate shall include all fixed and variable costs (depreciation, salaries, overhead, annual inspections, permanent shop facilities, etc.) in providing continuous service exclusive of those costs directly attributable to actual flight. (See Section C15 for clarification on payment for daily availability)
Fixed Flight Time – Refers to the fixed rate for flight time during the exclusive use period. There are three FT rates for one medium lift exclusive-use, one medium lift on-call, and one light lift on-call aircrafts.
A3.2 Additional Pilot
A3.2.1 The contractor shall provide an additional pilot when ordered by the Contracting Officer or the CO's representative. An order for aircraft services may include an additional pilot if the order, or a modification to an existing order, is issued to the contractor at least 14 days in advance. The contractor may or may not elect to provide an additional pilot if the order is received less than 14 days in advance.
A3.3 Additional Mechanic
A3.3.1 The contractor shall provide additional mechanic(s) when ordered by the Contracting Officer or the CO's representative. An order for aircraft services may include an additional mechanic if the order, or a modification to an existing order, is issued to the contractor at least 14 days in advance. The contractor may or may not elect to provide an additional mechanic if the order is received less than 14 days in advance.
A3.4 Minimum and Maximum Schedule Amounts
A3.4.1 The minimum guaranteed amount under the contract, as required by FAR 16.504(a)(1) and (2) is $10,500.00. The first anticipated task order is planned to be awarded at the same time as the base IDIQ contract and will be for the total amount of Daily Availability (365 Days; Pay Item Code AV1) during the Exclusive Use Period. It is anticipated that the Exclusive Use (Daily Availability) task order will be incrementally funded and be subject to Limitation of Government's Obligation (DFARS 252.232-7007). The first funding increment applied to the initial task order will cover the guaranteed minimum required by FAR 16.504(a)(1) and (2). Daily Availability
Document No.
140D0419R0026
Document Title is paid when an exclusive use aircraft is utilized by the Government. However, the guaranteed quantity for daily availability is subject to reductions due to unavailability of contractor aircraft. The estimated quantity for daily availability during an extension of the exclusive use period is not guaranteed and also is subject to reductions due to unavailability. Thereafter, there are no further monetary or other guarantees subject to clause 52.216-22. The maximum quantity, as referred to in paragraph (b) of FAR 52.216-22, and ordering ceiling of this IDIQ contract that cannot be exceeded is the total contract value to be filled in at the time of contract award.
A4 Exclusive Use and On Call Aircraft
A4.1 This contract requires the contractor to designate potentially one (1) medium lift helicopter as Exclusive Use (EU) and one (1) medium lift helicopter as On Call (OC). Accordingly, the contractor could have two aircraft performing at any given time.
A5 Aviation Fuel Information The contract's hourly flight rates are subject to economic price adjustments for changes in the price of DESC INTOPLANE turbine aviation fuel (see C1, Economic Price Adjustment-Fuel).
IMPORTANT NOTICE: The hourly flight rates proposed are subject to adjustment, up or down, due to the fluctuation in jet fuel price from the reference below. It is important to understand the ramifications of the contract's Economic Price Adjustment clause (see C1). The referenced price below should be considered when developing the hourly flight rates offered in the proposal. If the referenced price per gallon for jet fuel drops significantly, the Government is entitled to a downward adjustment to the hourly flight rates based upon the change in fuel price per gallon and the economic cruise speed and fuel consumption of the contract aircraft. The contractor agrees to negotiate price adjustments, up or down, based upon its aircraft fuel consumption information and the current reference price of jet fuel at the time the adjustment is requested by either party.
The DLA's FY20* standard price for INTOPLANE Turbine Fuel, Aviation (JA) for purposes of preparing hourly flight rates and future price adjustments, either up or down, under contract paragraph C1, Economic Price Adjustment-Fuel.

SECTION B – TECHNICAL SPECIFICATIONS
GENERAL REQUIREMENTS
B1 Scope of Contract
B1.1 The helicopter mission support described within this contract is of critical importance to the U.S. Navy ship weapon system test and evaluation program. This is a very significant process that involves a large contingent of personnel and equipment. At the completion of testing, the ship is tasked to carry out operations in support of national defense. During performance the contractor will be expected to conform to military standards for flight operations.
B1.2 The intent of this contract is to obtain flight services to provide transportation for government and contractor personnel and/or cargo in support of military offshore requirements. These requirements include shipboard landings, drone/target recovery support, aerial photography, aerial reconnaissance, external load transfers, weapons system testing, and administrative and related activities as directed by the Government and relayed through authorized air resource coordination representatives. Fulfillment of these programs can only be accomplished through the establishment of an effective working relationship between the Government and contractor.
Employees of the contractor are an integral element to ensure mission accomplishment. The contractor's employees' cooperation, professionalism, and positive attitude towards accomplishment of the mission and aviation safety are essential to establish the necessary relationship that must exist to successfully complete this contract.
B1.3 The Government may require the contractor to install, and later remove, Government equipment on the aircraft for specific missions. The contractor may be required to prepare its aircraft for shipment on a transport aircraft to a forward operating base for specific missions.
B1.4 The Government has interagency and cooperative agreements with other Federal agencies, State agencies, and private landholders, and may dispatch aircraft under this contract for such cooperative use. Some of the requirements of this contract are designed to ready the aircraft for these other uses.

B1.6.1 Mobilization/Demobilization. Operations involve transporting the aircraft to or from a Government-designated test location/forward operating base (FOB). This may include carriage of internal/external special mission equipment necessary for performance of mission services at destination. The route and altitude selected shall be the most economical available in terms of flight hours. Contractor employees may fly on the aircraft while positioning unless the Government has designated the seats/space for its own use. Unless otherwise directed by the Government, the timing of the operations required to position the aircraft to/from the operating location shall be at the contractor’s discretion as long as the arrival/departure is consistent with the operating requirements of the mission. Under such positioning flights, the aircraft shall not be considered to be under the operational control of the Government.
B1.6.2 Aircraft ferry to the test/trial location will be coordinated to provide adequate time for the flight crews to orient themselves with the test/trial locations and to participate in mission briefings. Time will also be allowed to facilitate aircraft configuration and checkout prior to the first operations.
B1.6.3 Logistics, passenger/cargo support missions. Logistics and passenger operations are similar to ferry operations except that cargo and/or passengers are designated to be carried on the flight(s). When required, the Government will schedule flights to carry high priority cargo and/or passengers within the capabilities of the aircraft. All logistic and passenger operations shall be conducted entirely in accordance with 14CFR Part 135 standards.
B1.6.4 Recovery support missions. Recovery support missions generally consist of performing overwater recovery of aerial drone targets and lightweight torpedoes. These targets include, but are not limited to military drone/torpedo targets such as the BQM-34, BQM-74, MK-46, and MK-54. This mission may also require the recovery of the Recovery Mission Specialist (RMS). Recovery is conducted in an open ocean environment in varying conditions and sea states. All recovery missions shall be conducted per the PEO IWS 1TE Torpedo/Drone Recovery Manual.
B1.6.5 Support missions. Support missions include radar tracking, aerial photography, and environmental sensing. Tracking missions generally consist of the performance of predetermined flight profiles for the purpose of providing an aerial radar target for weapon system testing/calibration and/or operator training. The aerial photography mission requires carrying a shipyard professional photographer to record antenna types and positions for new construction and overhauled ships as soon as possible after first underway period. Environmental sensing missions also require the installation of government equipment that analyzes and records environmental conditions before and after specific ship events.
