About this file
This document contains questions and answers regarding a solicitation for helicopter support services issued by the U.S. Navy. The solicitation seeks a contractor to provide at least one on-call helicopter with skid landing gear to support drone recovery operations for the Navy. However, the Navy will consider proposals to use a wheeled helicopter if it includes a suitable step below the cabin door for the crewmember to safely operate the recovery equipment while standing. Proposers must provide detailed information about any aircraft other than one with skid landing gear. The aircraft must also include conformal floats or emergency pop-out floats. Auxiliary fuel tanks and amphibious aircraft capabilities are acceptable if operational and payload requirements can still be met.

US Navy Helicopter Support Services - RFP 140D0419R0026 Amendment 0003
1.A1 Item Required:
Minimum Aircraft requirements:
Could there be a consideration for wheeled A/C instead of Skid type?
The PEO IWS drone recovery program developed for this contract has their crewman standing on the skid which, in the Navy’s opinion, provides better visibility and control of the recovery equipment offering quicker and safer hook ups. Based on the inquiry from multiple vendors, the government may accept a wheeled helicopter if a suitable step located below the cabin door and provides sufficient clearance so as the crewman can safely operate the recovery equipment. A suitable step would be of a size and strength to allow crewman to comfortably stand, balance and fully operate the recovery equipment in a safe manner. Recommend vendor provide very detailed information if anything other than skid aircraft is intended to be offered to ensure supportability of mission/contract requirements. Aircraft requires conformal floats or emergency pop-out floats (per solicitation section B6.21).
2. Within the (1) on call (OC) minimum aircraft requirements it states for “landing gear: skid type.” Will the government wheeled type landing gear as well?

3. RFP 140D0419R0026, Section: A, Page: 9 and 10, paragraph: A1and A2.
Question: The solicitation specifies skid landing gear is required. I understand the skid gear is specified to facilitate drone recoveries. Several other Navy ranges conduct operations including recovery of BQM-34 and BQM-74 Drones. These drones are recovered using wheel equipped helicopters. If the operator provides acceptable procedures and has demonstrated capability to recovery BQM-34 and BQM-74 Drones with wheeled helicopters is skid gear required?

4. If auxiliary tanks are externally mounted, controlled from a console panel and the A/C meets the payload requirements, could there be a consideration for the use of auxiliary tanks in order to meet the 330 mile performance criteria?
The use of auxiliary fuel tanks is acceptable.
5. B6.2.1 Emergency Pop out floats: If the aircraft is certified and equipped for amphibious operations would this meet the requirement for pop out floats?
Aircraft certified and equipped for amphibious operations does not meet the requirement for pop out floats. As per B6.21, emergency pop-out floats are a requirement of this solicitation. The Navy would not accept the aircraft without pop-out floats.
