Power plant(s): Twin turbine engine powered.

Configuration: Aircraft must meet Department of the Navy OPNAVINST 3100.8 Series (See attached

Performance: Range of 330 nautical miles at sea level without the use of an auxiliary fuel kit

Payload: Payload (HIGE) of 2,500 pounds at 40 degrees C at 500 feet pressure altitude and payload (HOGE) of 1,800 pounds, determined by using a pilot weight of 200 lb. and fuel for one hour and 30 minutes and appropriate Hover Ceiling Charts. (Hovering with wind from any direction up to maximum demonstrated shall be used for computing payloads.)

Special Requirements: Equipped as specified in Section B

Certified for 14 CFR Part 133 Class D Operations.

Target Aircraft Requirement:

A2 Item Requirement

Designated Operating Base: Contiguous United States.

Aircraft Required: One (1) on call (OC) multiengine medium lift helicopter configured and equipped as specified in Section B for support of Navy ship weapon system test and evaluation

Crew Requirements: One (1) qualified Pilot-in-Command (PIC) per the aircraft.

One (1) qualified Aircraft Mechanic per offered model of aircraft.

Minimum Aircraft Requirements:

Seating: Nine passenger seats not including pilot or copilot seat. Aircraft will be limited to nine passengers or less.

Power plant(s): Twin turbine engine powered.

Configuration: Aircraft must meet Department of the Navy OPNAVINST 3100.8 Series (See attached

Exhibit OPNAVINST 3100.8). This instruction allows only certain civil helicopters that have military equivalent model aircraft to land aboard U.S. Navy vessels. The requirements of this Instruction have been incorporated in Section B.

Speed/Endurance: Minimum 125 knots VNE at 1,000 feet altitude and 40 degrees C.

B6.13 High-skid-type landing gear is required if manufactured for make and model (if skid type landing gear offered).

Note: For Bell helicopter models, 31-inch extended height landing gear, similar to Dart P/N D205-594-013, is required.

D6.3.2 Aircraft Capability: The Offeror shall submit Operations Specification D085 – Aircraft Listing which outlines all offered aircraft for this requirement. Recently acquired aircraft are not required to be listed on the Offeror’s Operations Specifications D085 at time of proposal; however Offeror must show proof of ownership or purchase agreement and provide a detailed plan and time line for when a completed Operations Specification D085 will be provided for the newly acquired aircraft.

The Government will evaluate the capability of each proposed aircraft by considering the number of insured passenger seats, published flight manual airspeeds, and the HIGE, HOGE and HOGE-J payload amounts computed using the Section A minimum/ target requirements along with the information included with each offer. The greater an aircraft’s capability (to include meeting the target requirements), the better the evaluation it will receive for this item. The higher the payload for the proposed aircraft, the better the evaluation the contractor will receive for this factor. However, an aircraft payload that is unsupported by the Offeror’s aircraft current weight and balance report, equipment list, and/or charts will be evaluated as high risk to be capable of the payload offered and evaluation of the payload will be impacted. For aircraft that must be modified to meet the requirements of this contract proposal provide a detailed plan and time line for completion. Aircraft with greater than minimum required performance and payload will rate higher than those meeting minimum payload only.

Offerors with documented ability to meet the requirements of Section A with little or no impact on the Navy mission will receive a more favorable rating

The technical team will assign an overall Aircraft Capability rating. Aircraft proposals that have been determined to be unacceptable will be removed from consideration for award.

A4 Exclusive Use and On Call Aircraft

A4.1 This contract requires the contractor to designate potentially one (1) medium lift helicopter as Exclusive Use (EU) and one (1) medium lift helicopter as On Call (OC). Accordingly, the contractor could have two aircraft performing at any given time.

A4.2 Item A2 on-call aircraft only: The Contractor will be guaranteed payment for a minimum of 2 flight hours per day averaged over the tasking period of performance of each task order issued.

C7 On Call Aircraft

C7.1 Once the contractor begins performance under an "Order for Aircraft Services", the contract aircraft shall be subject to the EXCLUSIVE USE AND CONTROL of the Government. The aircraft shall remain in "Exclusive Use" status until released back to "On Call" status.

C7.2 Item A2 on-call aircraft only: The Contractor will be guaranteed payment for a minimum of 2 flight hours per day averaged over the tasking period of performance of each task order issued.
