Dear Mr. Freise

Subject: Asbestos Inspection Bureau of Indian Affairs 100 Riverside Drive Anadarko, Oklahoma

Please find enclosed laboratory results and Inspection Report for the asbestos samples collected by a licensed AHERA inspector (Rodney Hill Lic#134032) on September 5, 2019 from the Bureau Of Indian Affairs Building located on 100 Riverside Drive in Anadarko, Oklahoma.

These samples were collected to meet requirements of 40 CFR Part 61, the National Emissions Standards for Hazardous Air Pollutants (NESHAP). Attached is a summary of the results of the inspection. This Inspection was conducted for the purpose of scheduled renovations.

As you requested, an inspection and assessment was performed for suspect asbestos containing materials (ACM) located as requested. The structure is occupied and in operation.

Access to all the materials for quantification was limited. No demolition took place, carpets were spot checked in area, displacement of ceiling tiles were limited, etc. Accessible areas were inspected. Suspect ACM was grouped into homogeneous sampling areas, which were further classified as either surfacing (S), thermal (T), or miscellaneous materials (M). Thirty-one

(31) homogeneous area of suspect ACM was identified, and a total of ninety-two (92) bulk samples were collected. Multiple layer samples were separated at the lab for individual analysis. The samples were analyzed for asbestos type and quantity utilizing polarized light microscopy (PLM). Asbestos inspection criteria includes category I & II non-friable as well as for regulated asbestos containing materials (RACM) as defined under 40 CFR 61 Subpart M (NESHAP). Inspection criteria also meets the requirements for rebutting the Presumed Asbestos-Containing Material (PACM) designation cited in 29 CFR 1926.1101. Quantem Laboratories conducted the sample analysis. Quantem Laboratories is accredited by the National Institute of Standards and Technology (NIST) under the National Voluntary Laboratory Accreditation Program (NVLAP).

OBSERVATIONS:

The structure is built of prefabricated concrete on a concrete slab with drywall interior. The structure was constructed in two phases. The structure was occupied and in operation during the inspection. No demolition took place, carpeted areas were spot checked in areas, displacement of ceiling tiles were limited in office spaces, etc. Accessible areas were inspected.

Quantification's were estimated of materials that were accessible with non intrusive measures.

Materials sampled include: A number of floor tile and mastic's, baseboard mastic’s, wall textures, multiple ceiling tiles, drywall, drywall joint compounds, transite panels, caulking, fiber wall tiles, pipe insulation's, and pipe joint materials. Transite materials were tested as well.

Notable findings are as follows:

Note that areas as described below are in reference to areas as labeled on the attached drawing. See attached drawing for reference.

The drywall joint compound located in the North portion of the building (E- Section) contains 3% chrysotile asbestos. These materials are on the walls and partial ceiling areas. These materials are friable regulated materials and if disturbed or removed must be handled by a state licensed asbestos abatement contractor. There is approximately 5,760 square feet of these materials.

The black tar materials on the joints and fitting of the roof drain pipes contains 15% chrysotile asbestos. These materials are non-friable materials and if disturbed or removed must be handled by properly trained personnel. Note that three samples were taken of the straight run pipe insulation. Two samples indicate no asbestos present.

One sample showed all layers of the straight run pipe insulation had no asbestos present with the exception of some black tar material, These black tar materials are a contaminant to the sample collected originating from the tar fitting material. These fittings are above the ceiling tiles and the spaces are occupied. These materials were not quantified.

Transite panel materials are located on the exterior of the building over the entrances, the mechanical room exterior entrances, over the exterior windows of the North portion (E Section) of the building, and on the soffit’s in the two atrium's. Additional panels are located in the E Section of the building under the interior windows of the conference room (E-5) as well as the office across the hall (E-6). These materials contain 10% chrysotile asbestos. These are category 2 non-friable materials in good condition.

These materials should not be cut, sanded, reduced to a powder or made friable by any means. If these materials are to be removed or disturbed they should be handled by properly trained personnel. There are approximately 1,395 square feet of these materials.

There are 12”x12” white floor tiles and black mastic materials located in the North portion (E-Section) of the building as well as the corridor that attaches the two buildings contain 6% to 8% chrysotile asbestos. There did not appear to be any tiles in E-2, E-3, mechanical closet, E-4, or in the facilities office. Ceramic tiles are in the restrooms.

These are category I non-friable materials that are in a good condition and not expected to become friable. There are some tiles near the East entrance of this corridor where some of the tiles have some mild water damage. These materials should not be cut, sanded, reduced to a powder or made friable by any means. If these materials are to be removed or disturbed they should be handled by properly trained personnel. There are approximately 2,571 square feet of these materials.

The black mastic beneath the 12”x12” white floor tiles materials located in Room A-5 contains 4% chrysotile asbestos. These materials appear in areas beneath the carpeting through most of the A Section of the building. These are category I non-friable materials that are in a good condition and not expected to become friable. These materials should not be cut, sanded, reduced to a powder or made friable by any means. If these materials are to be removed or disturbed they should be handled by properly trained personnel. Because of carpeting in the area which is still occupied and in operation no quantities available.

There are 12”x12” gray floor tiles and black mastic materials located in the South portion of the building that contain 6% to 8% chrysotile asbestos. These tiles are visible below the drinking fountain located near the main entrance outside A-1, in D-5 and in the North janitors closet between the two restrooms (C Section).

Table 1 (attached) summarizes all data, and is sorted by homogeneous sampling area. For clarity, homogeneous sampling areas are separated by bold lines in the table. Sampling protocol requires that if any one sample from a homogeneous area tests positive for asbestos, the entire homogeneous area must be treated as ACM.

Homogeneous Area is defined as “an area of surfacing material, thermal system insulation material, or miscellaneous material that is uniform in color and texture”. Date of construction in specific areas are a factor as well.

Bidders are responsible for their own calculations and estimates of quantities. Actual quantities may be more or less than indicated. Though every effort was made to examine wall cavities and other areas for pipe insulation, spray-applied or trowel applied surfacing material or other miscellaneous materials and other Presumed Asbestos Containing Material (PACM), this survey and report only deals with accessible areas of the building. There may be additional inaccessible areas above ceiling, behind walls, below floors, and in areas that were not accessible because of other physical barriers, occupancy, or structural damage that become evident during demolition or renovation activities. If suspect materials are found, additional asbestos testing may be required.

If you have any questions concerning this report, feel free to contact me at 405.618.7660.
