About this file
This is a Subcontractor Letter of Intent form for the Hillsborough County Small Business Encouragement Program, applicable to the Sidewalk Replacement and Repair - South (WORCS 2) project in Florida. The form documents agreements between primary bidders/proposers and registered Small Business Enterprise (SBE) subcontractors for the sidewalk replacement and repair contract estimated at $10,000,000. The document requires completion by authorized representatives from both the bidder/proposer and the registered SBE firm, including company information, contact details, and identification of the specific scope of work or work item numbers to be performed by the SBE subcontractor. The form stipulates that estimated dollar amounts should only be listed for firm fixed-price contracts; for Work Orders, Term Contracts, Professional Services, or CCNA Contracts, the estimated dollar amount column must remain blank to avoid exclusion from bonus point consideration.
Bonus points for SBE utilization are awarded when at least one listed SBE subcontractor is registered in accordance with the County's SBE Program policies and procedures, regardless of any listed dollar amounts for certain contract types. The solicitation establishes a 9% SBE participation goal for subcontractor involvement on this project. Both the bidder/proposer and the registered SBE firm must sign and date the form, certifying that all information provided is true and correct. This Letter of Intent serves as a formal acknowledgment of the commitment between parties and is a required submission for all SBE subcontractors listed in a County bid or proposal.
