Notional Approach Configuration Worksheet

Desired Outcome: Offeror shall demonstrate their technical capabilities to deliver a fully modified King Air 350CER as presented in this Notional Approach Configuration and in accordance with the Specifications and required delivery date(s). The Offeror’s Notional Approach shall include information describing the proposed schedule and the Offeror’s approach for the on-time delivery of the modified aircraft. This approach shall also include a description of the total system integration plan to demonstrate the ability to make the necessary modifications for this requirement.

Basic Aircraft: King Air 350CER

Required systems and infrastructure

Slick Interior Modification for two (2) upward-looking ports for temporary antenna installation or passive sensors, location, size and capabilities similar to NOAA’s King Air 350 (serial number FM21).

Two (2) downward-looking ports (Additional clarification as follows):

Modification to accommodate one Gamma Sensor System, the RSI RSX-5 in each downward port. Contractor to determine best locations and surrounding infrastructure based on detector vendor’s requirements and recommendations. The RSX-5 dimensions (not including a mounting cage) are 28.8" x 22.5" x 11.3" with a weight of 230 lbs.

Include a 4-inch clearance on the 22.5” long side to allow connector access to the Data Processing Unit (connections for power, data input, GPS, network, and USB connections). Note: The unit does not have an aircraft-rated outer shell, so installations in NOAA aircraft (above the floor in the passenger compartment) have required a mounting cage to assure that the system meets g-load and crash load limits. It requires minimal clearance on all sides, except for one of the 22.6” faces, which requires clearance for power and signal connectors. The units should be mounted with the system’s long axis aligned parallel with the fore-aft axis of the aircraft.

A secondary mounting system for the forward down-looking port for a 9-inch format aerial photography system, compatible with the system used in the existing NOAA King Air (FM21). Mounting system to include pressure certified Corning 7980 Fused Silica optical glass and an external protective mechanical sliding door. Installation shall include an optical flat defogging system designed to prevent glass fogging due to high altitude transits. Optical glass and sliding door mechanism should be easily removable to configure the aircraft for the Snow Survey, dual RSX-5 configuration.

Contractor shall provide a blank-off plate for each downward port, suitable for all flight conditions, and a floor board or floor-level port covering for instances when the port is not used.

Science data feed to provide position (GPS) and attitude (AHRS) data stream(s) Scientific power distribution system with both automatic and pilot-selectable load shed (4KVA +

70 Amps) Modification to provide Alternating Current (AC) in addition to Direct Current (DC) power for mission systems, with power conversion and distribution system similar or identical to the system installed in NOAA’s existing King Air 350CER, serial number FM21. FM21 has two inverters (P/N SPS-1607B). The inverters are connected to 5 “Low Power” Side Wall Connectors that are distributed throughout the airplane (1 Co-pilot, 4 Cabin) using MS83723/71W18088

Attachment: J.3 connectors. 28VDC is also installed into those same connectors, protected by a 20A circuit breaker for each location. There are also 2 high current 28VDC power drops installed in the cabin using MS3452W32-63S connectors, these are protected by 80 amp current limiters.

Seats for 4 cabin occupants. FAA certified, articulated, with 4- or 5-point restraint harness.

2 workstation tables that can be utilized for all phases of flight to include taxi, takeoff and landing 2 equipment racks with at least part of the vertical rack space providing 4-post EIA-310-D sizing and mounting provisions.

FAA Compliant Automatic Dependent Surveillance-Broadcast (ADS-B) system Window blanks (L3 and R3) with removable panels for adapting sensors - aircraft shall retain capability to re-install standard windows as mission requires Network wiring and data drops (mimic FM21) Observer (bubble) window(s) mounted in place of forward cabin windows – aircraft shall retain capability to re-install standard windows as mission requires Wing Life Service Extension Plan (maintenance and/or evaluation plan for sustained for low level operations, mountainous terrain, turbulence, etc.)

Wing hardpoints and wiring to support pylons and science probes. Existing Supplemental Type

Certificate (STC) held by Weather Modification, Inc. – Fargo, ND) Cabin Intercom system (mimic FM21)
