NOAA Response to Solicitation Questions
QCI-1 NOAA Configuration Sheet
● See attached spreadsheet.
QCI-2 Added Performance Based Payment Clause
The following provision and clause are incorporated into RFP 1305M219RNMAN0004:
● FAR provision 52.232-28 – Invitation to Propose Performance Base (MAR 2000)
● FAR clause 52.232-32 – Performance Based Payments (APR 2012)
QCI-3 Part 23
● Yes, change to Part 23 as noted

***Heavy Weight Gear only applies if Heavy Weight configuration is selected at time of award.
QCI-5 GFE
● GFE will be a high altitude radar altimeter (HG9950 or APN232, to be determined)
RSX-5 Gamma Sensor - for form and fit and function (power on)
○ Requires an analog Radar Altimeter signal
QCI-6 Damage Tolerance
● Yes, change as noted.
QCI-7 Stress Analysis
● Yes, change as noted.
QCI-8 Mod Documentation
● For previously engineered modifications and infrastructure, NOAA requires documentation sufficient to interface and certify instruments and systems that will make use of that infrastructure. Typically that documentation is provided in the form of an
Interface Control Document. For modifications that are designed specifically for the new
NOAA aircraft, the requirement for STC ownership is to allow for long-term supportability and potential future modifications on the subject aircraft. NOAA has no intent to use the
STC for other than Governmental purposes (no intent to commercially resell the STC or modifications).
QCI-9 Noise
● Yes, change as note (replace “Stage 4” with “Appendix G”)
QCI-10 Slick
● No, NOAA does not want a lavatory, rails, or carpet.
● Seats should be standardized with FM-21 (executive seats)
● No modifications to FM-21 for common-cabin layout are necessary at this time. The requirement is for standardization of the new aircraft’s port locations, communication
(ICS) panel locations, power outlets, seat placement, etc. as much as possible with FM-
21, within the differences in port and other infrastructure. The only changes to FM-21 relate to the optional CLIN to upgrade cockpit avionics to be similar/identical to the new aircraft
QCI-11 ACDC
● Yes, NOAA confirms that a system with the same capability as the solution described, but not necessarily the same form, fit, & function is acceptable.
QCI-12 Aftermarket Cargo Door
● NOAA is aware of two companies that have the capability to install an after-market cargo door. This option is preserved to provide engineering relief for the gamma sensor port installation if the Textron Aviation factory cargo door imposes limits or barriers to gamma sensor port design.
QCI-13 Ports
● The optical lens size is notional. Optical windows that are the same size as used in FM-
21 are acceptable, but see the description of swappable plates with optical ports in place of gamma instrument blankoff, which may favor an optical glass size different than those used in FM-21
QCI-14 Ports Blank
● If the option for either gamma instrument port is exercised, the intent is to be able to replace the pressure interface plate under the gamma instrument (composite or thin metal material) with a plate that incorporates an optical window. In addition, ideally the plate would have an integral window protection mechanism (e.g. sliding door). Less ideally, an external door mechanism mounted to the fuselage that can be removed when the gamma instrument is installed would be acceptable. The goal is to reduce the amount of material (including the door mechanism) below the gamma instrument when it is installed, while still allowing for an optical window capability when the gamma instrument is not installed.
QCI-15 Radioactivity
● The emergency exit placard should not be an issue, as it is above the gamma sensor instrument, and is a fixed emission, both in location and intensity. No action required.
QCI-16 Work Tables
● Yes, change as noted is acceptable.
QCI-17 Bubble Windows
● No action required. Forward bubble windows not available.
QCI-18 Hard Points
● Bidder may offer an alternate hard point system, describing the differences (hole pattern, load carrying, etc) from the WMI system. The Government will evaluate proposed alternatives, and reserves the right to request a modified proposal that specifically incorporates the WMI modification if the proposed alternative is deemed unacceptable to the Government.
QCI-19 Cabin Intercom
● The cabin ICS was included in J.3 to allow flexibility in proposed system, rather than require the OEM-installed system. Offeror has the option to use the OEM system if it meets the RFP requirements
QCI-20 Factory Options
● Changes already incorporated in previous amendment to include the Engine Wash Ring
Kit and Engine Wash Drain Kit.
QCI-21 Hard Points for FM-21
● No, the solicitation does not include modifying FM-21 to add wing hard points
QCI-22 Supplier Relationship
● As a non-US Government entity, RSI is free to share or withhold information about their instrument.
QCI-23 Wing Hard Points
● Addressed in response to QCI-18: Offeror may offer an alternate hard point system, describing the differences (hole pattern, load carrying, etc) from the WMI system. The
Government will evaluate proposed alternatives, and reserves the right to request a modified proposal that specifically incorporates the WMI modification if the proposed alternative is deemed unacceptable to the Government.
QCI-24 RT-5000 Encryption
● No requirement for encryption.
QCI-25 High Altitude Radar Altimeter
Radar Altimeter needs to be functional with cockpit display and operate within system specifications when tested in flight over water. Radar altimeter must also be able to provide data to scientific sensors/systems in the cabin.
QCI AVCON1
● Agree with recommendation to replace system with ISAT-200A.
QCI ACCON2
● Agree with recommendation change in wording.
QCI AVCON3
● Agree with recommendation for the installation of Garmin 625 GPS Navigator
QCI AVCON4
● Yes, the Fused Silica Optical Glass should be fused, as installed on FM-21.
