Type of QCI: _x_ Critical __ Significant __ Administrative TAI Ref: BD4

With respect to the Base Aircraft Description we would like to clarify that a ‘slick interior’ provides a smooth hard interior surface with no seats, cabinetry or toilet. A curtain separates the flight deck from the cabin. A hard-wearing vinyl floor covering is provided in this baseline configuration.

Questions:

a. Does NOAA want the lavatory and rails down both sides as installed on FM-21, as well as carpet and executive seats?

b. Does NOAA want the items currently installed on FM-21 removed to support the requirement for a common cabin layout?

QCI#: 11

Document: SOW J.1, Appendix A DRFP Page/Para #: 16 / A.2, 1st bullet

Type of QCI: __ Critical _x_ Significant __ Administrative TAI Ref: BD5

With respect to the AC and DC power conversion and distribution system requirement, please note that the system described (and installed on FM-21) is now obsolete per the manufacturer’s website.

Please confirm that a system with the same capability as the solution described, but not necessarily the same form, fit, & function would be acceptable.

Please confirm whether there will be a requirement to install the same updated system on FM-21.

Clarification.

Recommended statement:

The following systems, infrastructure and provisions for instrumentation will be ordered, singly or in combination, at time of Contract award.

• Aftermarket cargo door One of the 3 base aircraft configurations identified in Appendix A, Section A.1

• Wing hardpoints and wiring to …

RATIONALE FOR ACTION OR CHANGE:

The King Air is available in non-cargo or cargo version directly from the factory, Textron Aviation does not offer an aftermarket modification to install a cargo door. As is acknowledged in J.1 paragraph C.6.1 where the 350, 350C (non-HW), and 350CER are mentioned, as well as in Appendix A, Section A.1, I, where the same three major configurations are mentioned.

QCI#: 13

Document: SOW J.1, Appendix A DRFP Page/Para #: 17 / A.3, bullets 5 & 6

Type of QCI: __ Critical _x_ Significant __ Administrative TAI Ref: RBZ1

The 5th bullet regarding the downward looking port in the center of cabin flooring specifies a 21” diameter lens, which implies a round lens/port. FM-21 has an aft port rectangular lens measuring 20” x 23” with a viewing port size of 19” x 22” and a forward oversize port measuring 25.25” x 25.5” with a viewing port size of 24.25” x 24.5”.

Please confirm that a configuration of ports matching FM-21 would be acceptable.

QCI#: 14

Document: SOW J.1, Appendix A DRFP Page/Para #: 17 / A.3, bullet 6

Type of QCI: __ Critical _x_ Significant __ Administrative TAI Ref: RBZ2

The 6th bullet includes the following requirement: “, along with metal blank-off plate that can be installed instead of optical glass.”

Please consider removing this statement.

RATIONALE FOR ACTION OR CHANGE:

The optical glass is a permanent installation. It will not be possible to switch back and forth between glass and a blank-off plate.

QCI#: 15

Forward bubble windows are not available for the King Air.

RECOMMENDED ACTION OR CHANGE:

Current statement:

Observer (bubble) window(s) mounted in place of forward cabin windows – aircraft shall retain capability to re-install standard windows as mission requires

Observer (bubble) window(s) mounted in place of forward aft cabin windows – aircraft shall retain capability to re-install standard windows as mission requires

RATIONALE FOR ACTION OR CHANGE:

For consistency with FM-21, which has the aft cabin bubble windows. Additionally, downward visibility in the forward cabin area is limited by the wing and engines, aft cabin provides the best visibility. The window installations are permanent and do not impose limitations on the aircraft operation.
