About this file

This document is a Questions and Answers (Q&A) file dated 5/2/2025 for a Forest Wide Toilet Replacement and Installation project. The Q&A addresses key contractor inquiries about the solicitation, including installation sequencing, site accessibility during winter, and alternative toilet building specifications. Contractors are encouraged to submit proposed alternatives to the specified Missoula Concrete Aspen model, with the CXT "Gunnison" model already approved as an equivalent. The document clarifies that most toilet installations will be remove and replace in the same location, with some potential site movements, and emphasizes the need to plan around seasonal accessibility, particularly during winter months.

The Q&A provides specific guidance on disposal requirements, referencing FP 14 Specifications for "method A" which involves removing structures from the site and lawfully disposing of them. Contractors are advised that the project involves replacing vault toilet buildings across a forest-wide area, with aesthetic and functional requirements matching existing forest facilities. The document indicates flexibility in installation sequence and encourages contractors to proactively submit alternative product specifications for pre-approval prior to the solicitation.

Questions and Answers

5/2/2025

1. Are there preferred ones to have completed first? Is there a schedule of items in order?

There is no preferred sequence of installations… obviously most of these sites are inaccessible during the winter, so the contractor will need to plan around the weather.

2. Can the Government provide a list of salient characteristics or minimum requirements for the single vault toilet building for Contractors proposing an alternate? The Government indicates a Brand Name or Equal to the Missoula Concrete Aspen but doesn't indicate what requirements must be met making it difficult to know if what we would propose will be acceptable.

Given the amount of variation in available Toilet models, Contractors are encouraged to submit proposed alternatives prior to solicitation to know if they are approved (Manufacturer Specifications/Design Criteria/Drawings/Photos). Aesthetics and functionality are part of the solicitation requirement, (matching what is on Forest), hence the difficulty in supplying minimum characteristics. We have approved the CXT “Gunnison” model as an approved equal for brand name salient features same as the Missoula Concrete “Aspen” model.

3. Where is the description of “method A”?

Refer to FP 14 – Specifications. To summarize, remove from the site and lawfully dispose of.

4. Can the old concrete structures be broken to smaller pieces on site? (this is a land fill requirement)

See the response above.

5. Is there a certain sequence of activities? E.g. can the removal of the old be done after the installation of all the new toilets?

Most are remove and replace in same spot, but some might be moved. This will dictate sequence.
