About this file

This document is a Questions and Answers file for Solicitation 1240LP25R0007 for Janitorial Services at the Black Hills National Forest Supervisors Office. The current incumbent contractor is Clearview Windows, with an existing contract valued at $374,427.70. Key details include the removal of snow removal services from the current scope, and clarifications on proposal submission requirements such as vendor UEI numbers, representations and certifications, and key personnel resumes. The government will not provide specific formatting preferences for technical proposals or preferred templates for quality control plans.

The solicitation provides important guidance on proposal preparation, including instructions to submit Safety Data Sheets (SDS) in separate documentation and an explanation of how performance deductions will be calculated under the Acceptable Quality Level (AQL) model. Option years are contingent on both funding and satisfactory performance. Potential offerors are encouraged to thoroughly review the complete contract requirements and can arrange a site visit by contacting David Lehman at David.Lehman@usda.gov. The opportunity is set aside for small businesses under NAICS code 561720 with a $22 million size standard, covering janitorial services for approximately 26,000 square feet across two locations in South Dakota.

Questions and Answers- 1240LP25R0007- BLK Supervisors Office- Janitorial Services

The name of the incumbent contractor- Clearview Windows

Their contract number- 1267T020C0002

The total award amount of their current contract- $374,427.70

Has the scope of work changed from current solicitation?

One of the changes is there is no snow removal as part of the janitorial services. It is highly encouraged to read all the requirements of the contract to fully understand the requirements.

Do I need to fil on the questions beginning on pg. q8 if we have completed the annual representations and certification electronically in SAM? Yes please fill in the Vendor UEI numbers and as a separate attachment the reps and certifications in Section E.

Are there any formatting preferences or informal page limits for the technical proposal? No formatting preferences or page limits.

Is there a preferred structure or template for the Quality Control Plan or Cleaning Operations and Stewardship Plan? No preferred structure or template.

Should resumes for key personnel include specific experience or certifications? Anything that captures all the relevant information should be included with key personnel, especially identified janitor that will be doing the daily cleaning.

Will the government provide a walkthrough or access to floor plans beyond the site plans in Exhibits A–C? There is no formal pre-bid meeting, a site visit can be arranged by contacting David Lehman at David.Lehman@usda.gov

Are there any specific biobased product brands or certifications the government prefers? No specific brands, please refer to the RFP for the list of bio-preferred products.

Can you clarify how deductions will be calculated for missed services under the AQL model?

For example: The daily rate to clean one restroom is $50.00 and there are 12 days in the month that services are to be provided. The total owed for that particular service for the month is $600.00. If the AQL is 95% and the performance level drops to 80% (the quality of service provided was unacceptable, or the service was not performed, more than two times during the month), the total due the Contactor for the month less the deductions is $480.00.

Is there a preferred method for submitting SDS sheets and product documentation — bundled or separate? The should be in separate documentation.

Will the government exercise all option years if performance is satisfactory, or is that contingent on funding? All option years are contingent on funding and performance.
