About this file
This document is a Solicitation Evaluation Criteria form for the State of Nebraska's Department of Health and Human Services (DHHS), specifically for a Program Integrity Case Management (PICM) and Fraud Abuse Detection System (FADS) Analytics Solution, solicitation number 122125 O3. The solicitation opening date is July 10, 2025, at 2:00 pm CST, with responses evaluated across three key areas: Corporate Overview (25 points), Technical Response (60 points), and Cost Sheet (15 points), totaling 100 possible points without oral interviews. Potential vendors must submit four mandatory requirements: a signed Contractual Agreement Form, Corporate Overview, Technical Response, and Cost Sheet. If required, oral interviews could add an additional 20 points to the evaluation, bringing the total possible score to 120 points.
The cost sheet points will be calculated using a comparative formula where the lowest cost submitted receives maximum points, and other bidders' points are proportionally calculated based on their submitted costs. The document provides sample calculations demonstrating how points will be assigned across different cost submissions. Cost evaluation will be relative, meaning the lowest-cost bidder receives the full 15 points allocated to the Cost Sheet section, while other bidders receive a prorated number of points based on how their submitted cost compares to the lowest cost. This approach incentivizes competitive pricing while ensuring a comprehensive evaluation of vendor proposals beyond just cost considerations.
