About this file
This document is a State Procurement (SPB) Form 31 solicitation for a Program Integrity Case Management (PICM) and Fraud Abuse Detection System (FADS) Analytics Solution, with solicitation number 122125 O3, scheduled to open on July 10, 2025 at 2:00 pm CST. The solicitation outlines mandatory requirements for vendor responses, including a signed Contractual Agreement Form, Corporate Overview, Technical Response, and Cost Sheet. Vendors must submit comprehensive proposals that will be evaluated across three main categories: Corporate Overview (25 points), Technical Response (60 points), and Cost Sheet (15 points), with a potential for an additional 20 points if oral interviews are conducted.
The evaluation process will calculate cost points using a formula that awards maximum points to the lowest cost submitted, with other bidders receiving proportional points based on their proposed costs. The total possible points are 100 without oral interviews and 120 with interviews. Responses will first be screened for mandatory requirements, with any submissions failing to meet these criteria being excluded from further evaluation. The procurement seeks a comprehensive analytics solution focused on program integrity and fraud abuse detection, with a rigorous evaluation process designed to select the most competitive and cost-effective vendor proposal.
