USDA FOREST SERVICE PROJECT SPECIFICATIONS
Dale Water-Wastewater Decommissioning Project p. 1/2 Definition of Bid Items
LAGOON DECOMMISSIONING
1. PART 1 - GENERAL
1.01 DESCRIPTION
A. The intent of this section is to explain the requirements of the lagoon decommissioning section of this contract.
B. Contractor is responsible for adhering to Project Drawings, Closure Plan, and DEQ requirements.
2. PART 2 – WASTEWATER FACILITIES DECOMMISSIONING
2.01 BID ITEM 4.0 SANITARY SEWER COLLECTION AND PUMPING SYTEM
A. Prior to demolition of the sanitary sewer lagoons the sewer collection system and pumping system shall be decommissioned. Refer to Section 2.1 and Appendix B of the Closure Plan as well as Project Drawings.
B. Measurement shall be made as a lump sum quantity for the preparation for completing this work, including equipment delivery to and from the site, temporary utility connections, worker and public safety protections and other incidentals necessary to begin and complete this project.
C. Payment shall be made at the contract lump sum price for this bid item.
2.02 BID ITEM NO. 5.0 LAGOON DEMOLITION/LAND APPLICATION
A. This bid item consists of all demolition and land application items necessary for decommissioning of the lagoon treatment and disposal system.
1. Land application of liquids and biosolids must be performed using the approved 2012 Biosolids Management Plan (BSMP) and Recycled Water Use Plan (RWUP). Refer to Sections 2, 3, and 4 of the Closure Plan.
a. Volume summary of biosolids and liquids are shown on Table 1 (Page 8 of Closure Plan)
b. Reporting and recordkeeping requirements for land application must be followed per DEQ WPCF permit (Page 13 of Closure Plan), including, but not limited to, daily site logs.
c. Monitoring and Sampling of land application must meet DEQ WPCF permit, Section 3.6 and Section 4.4 of Closure Plan.
d. Location of approved land application site, approved application rates and equipment, and schedule are listed in Section 4 of the Closure Plan
2. Lagoon Demolition must be performed after land application process is completed. Refer to Section 2.2 of the Closure Plan and Project Drawings.
a. This bid item includes all necessary excavation, backfill, compaction, and grading to restore the contours to a free-draining solid surface that blends with the surrounding contours.

B. Measurement shall be made as a lump sum quantity for the materials, labor, equipment, tools, and incidentals required to complete this item.
C. Payment shall be made at the contract lump sum price for this bid item.
3. PART 3 – OPTIONAL BID ITEMS
3.01 OPTIONAL BID ITEM NO. 6.0 – EXCAVATE & DISPOSE OF SOIL BELOW LINER
A. This bid item includes the removal of additional soil under the lagoon liners, if required by DEQ. DEQ must be notified 7 days prior to removal of lagoon liners. This pay item includes but is not limited to:
1. Soil sampling in accordance with Section 2.2 of the Closure Plan. For bidding purposes (only), assume 3 soil samples, each analyzed for TCLP at a certified laboratory. If different samples are required by DEQ, this line item can be renegotiated at the time of award to adjust for laboratory costs.
2. Excavation, transport, and proper disposal of contaminated soil. For bidding purposes (only), assume the material is non-hazardous and may be disposed of at the closest city (lined) landfill. If sample results dictate that a different disposal method must be used, the contract will be modified to adjust for the change in hauling and landfill costs.
3. Backfill, compaction, and grading to restore the contours to a free-draining solid surface that blends with the surrounding contours.
B. Measurement shall be made as a per cubic yard quantity for the materials, labor, equipment, tools, and incidentals required to complete this item. Measurement will be loose cubic yard per measurement.
C. Payment shall be made at the contract per cubic yard price for this bid item.
