14. DESCRIPTION OF AMENDMENT/MODIFICATION
Project Name and Location: Dale Water-Wastewater System Decommission This amendment addresses the following (see attached addendum)
1. Pre-Bid Inquiries (PBI’s) for Contract Bidding (see attached addendum)
By signature in Block 15B Contractor releases the Government from all claims relating to this modification. This settlement is complete accord and satisfaction. Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

Pre-Bid Inquiries (PBI’s) for Contract Bidding
PBI-022
Question: If the irrigation mainline pipe size was increased, to a 4” or 6” mainline, and increased size of branched pipe/hose stemming from the mainline pipe to the irrigation guns, it would allow for increased flows (GPM) allowing contractor to use multiple irrigation guns at the same time. The irrigation guns would be operated in separate locations. For example, contractor may have one gun on the south, and one gun on the north of the mainline (in designated/specified gun stations) operating simultaneously. Instead of pumping roughly 100GPM, we would pump roughly 200 GPM which would be split between two irrigation guns (example ~ 100GPM per irrigation gun).
- Having ~ two separate irrigation guns operating simultaneously, hydraulic loading rates would be tracked based on primary flow rates coming from the flow valve and specified hose end PSI which would then be tracked per designated gun locations.
- Timing at one sprinkler location will be calibrated based on the site conditions and soil permeability, and sprinklers will be moved accordingly, as the same when using one sprinkler gun.
If contractor was to use one gun based on 100GPM = 6,000 gallons per hour.
If contractor was to use two guns based on 200GPM = 12,000 gallons per hour.
**contractor may not need to, or plan to, utilize both irrigation guns at all times but this basically increases gallons applied per hour, reduces time on job site, gives the contractor a buffer option, and would reduce costs.
Answer: Yes, the Forest Service does not see any problems with using a larger mainline and two guns, provided 1) the pump can handle it, 2) contractor tracks the amount applied to each area each day, and 3) contractor follows the loading/application rates stated in the approved plan.
PBI-023
Question: I have a question on drawing number C301 # 3 general notes it says 16,500 cubic feet of biosoilds. I did some math and I came up with a higher number.. Can you give me clarification on this volume.
Answer: Contractors shall utilize the volumes listed in General Note 3 of Sheet C301 of the project drawings for their estimate.
PBI-024
Question: I am just wanting to make perfectly clear that we (the contractor) must provide a certified wastewater treatment licensed operator to oversee the land application?
Answer: Yes, the contractor must provide a DEQ-certified wastewater treatment plant operator to oversee the land application. The operator does not need to be onsite the entire time, but he/she must be able to provide enough oversight to ensure that the approved biosolids management plan and recycled water use plan are being followed, and should be involved with preparation of the land application rate information the USFS is required to submit to DEQ.
PBI-024
Question: Are technical and price proposals required to be emailed?
Answer: Yes, bids shall be emailed electronically to bryce.kamerdula@usda.gov (i) 1 electronic copy of the complete sign offer and business proposal (Signed 1449, Schedule of Items, and Reps and Certs of the solicitatin package, (ii) 1 electronic copy of the technical proposal. Each document shall be a separate attachment.
