1. What is the Maximum time period that the bridges can be removed from the trail without replacement? At each existing bridge site the bridge should not be removed until the new bridge is available and ready for installation by the time the site preparation work is completed at that site. i.e. could the contractor remove the bridges in the fall of 2018 and then replace them in the spring of 2019. No, the trail and cabin accessed with the existing bridges are a popular winter recreation site. The Forest Service would like to maintain access through the winter. The offeror’s proposed work schedule will be evaluated as part of the Technical Approach evaluation factor (see Sections L & M). Proposals which minimize the amount of time the bridge sites are closed will be evaluated more favorably.

2. Was there a certain manufacturer for the bridge girders that the Forest service contacted when designing these bridges? Vulcraft. The AE firm which designed the bridge may have contacted other manufacturers.

3. Do you have Historical water level data for Herbert River? Our hydrologist is out of town for another week, but I included the hydrology report prepared by him. My recollection is that there is no hydro data for Herbert River. Also, a quote from the contracted bridge study report:

“Herbert River bifurcates into two distributary channels which later rejoin downstream from the MP 1.119 bridge. The bifurcation creates a situation where division of the flow in the channel at the bridge sites is indeterminate and therefore would make any river modeling ineffective. Further, extensive study and modeling of the river beyond the scope of this report would be required to determine design stream flows at the bridge sites. In the absence of stream modeling, general observations from the site visit and performance of the existing bridges can be used as design parameters.”

The solicitation allows for proposals that depart from the stated requirements. Please see FAR 52.215-1 – specifically the language in Alternate II that permits proposals that depart from stated requirements. If you choose to do so, be sure to follow the instructions in the clause.

The solicitation calls for a "Structural Steel Open Web Joists" and only recommends the type of bridge. This doesn’t preclude the perspective contractor from using a different type. A deck type is shown in the conceptual drawings, but a through type truss or other would be considered as long as it met the structural loading requirements and a sufficient technical plan was included.
