Pre-Proposal Conference Notes
A pre-proposal teleconference was held on Friday July 20, 2018. The Contracting Officer started the meeting by reviewing some key portions of the solicitation including:
1. Proposals are due no later than 2:00 p.m. on August 14, 2018.
2. Bid Guarantees are required to be delivered to the Contracting Officer at one of the addresses in
Juneau listed in FAR 52.215-1(5) on page 27 of the RFP. Bid Guarantees must be delivered in original form by the date and time set for receipt of proposals.
3. The Schedule on page 4 and Sheet 2 of the drawings (Summary of Estimated Quantities) both contain errors and will be corrected in an amendment.
4. Work must be completed and ready for use no later than May 31, 2019 (see FAR 52.211-10 on page 8).
5. A post award conference will be held shortly after award.
6. The successful contractor must have an Invoice Processing Platform account in order to get paid.
7. This contract includes 52.225-9 Buy American Act – Construction Materials. There are 3 exceptions listed in the clause in section (b)(3). Any requests for inapplicability of the Buy American Statute should be submitted with an offeror’s proposal in accordance with the clause.
8. Performance and Payment bonds will be required after award.
9. Attachments 4, 5 and 6 in Section J are provided for information.
10. Page 27 of the RFP provides instructions to Offerors. Please pay attention and provide all of the information needed for proper evaluation of proposals. Page 28 lists the evaluation criteria to be used in making an award decision.
The project engineer highlighted the following information:
1. Access to the site is on a Forest Service trail system. The road to the site is closed, however the
Forest Service can provide access at the trailhead through a gate from the main road. The awardee may stage materials and equipment at the trailhead. Access may also be possible via jet boat on the Herbert River.
2. Work is along an active salmon stream. However, no in water work is anticipated and no clearance for in water work has been obtained from the Department of Fish and Game.
3. A lot of day hikers use the trails, so the awardee will need to provide adequate signage on both sides of the trail to protect the public.
4. The awardee is expected to keep track of required submittals so as not to delay work for failure to meet submittal requirements.
The following questions were asked and answered:
Q1: Do we have the weights of the existing bridges?
A1: No. The engineer believes the existing bridges were flown in in 1976. The FS will check for any existing records.
Q2: Can a contractor use a tracked vehicle on the trail?
A2: The trail is narrow and part of it is planked. The FS does not think a tracked vehicle can be used without damaging vegetation or the trail planks.
4 | P a g e
Q3: When is the snow usually gone?
A3: The majority of snow is typically gone in late March or early April but depends on how late in the year snow falls.
Q4: Are there any designated material sources?
A4: No
Q5: Are there load ratings for the existing bridges?
A5: No
Q6: What is the design rating?
A6: See drawings for design requirements.
Q7: If equipment can be used to move materials on the trail without damaging trees or planking would the Forest Service consider its use?
A7: Yes. The Forest Service would consider requests on an individual basis.
