About this file
This document is a solicitation from the Arizona Department of Environmental Quality (ADEQ) for a statewide contract with 120Water Audit, Inc. for Lead Service Line (LSL) Consultant Services. The contract involves working with small public water systems serving 10,000 people or fewer across Arizona, with 120Water partnering with the Rural Water Association of Arizona and KHAFRA Operations as key subcontractors to execute the program.
The primary objective is to help community water systems (CWS) develop comprehensive lead service line inventories and replacement plans by October 2024, in compliance with the Lead and Copper Rule Revisions. The services include data collection, preliminary inventory development, verification of service line materials, and creating replacement strategies. 120Water will provide a cloud-based software platform for data management, reporting, and tracking, with pricing structured as an annual subscription model. The program will be implemented in phases, with different delivery teams assigned based on system size, and will involve on-site verification, sequential sampling, and potential excavation to determine service line materials. Subcontractors will assist with system enrollment, data collection, visual inspections, and sampling across various Arizona water systems.

RELEVANT EXPERIENCE
AMI/AMR Standardization for Water Utilities, Voorhees, NJ Co-
Principle Investigator, Mr. Moss served as one of the investigators commissioned by the Water Research Foundation to identify requirements and specification criteria for water utility AMR/AMI systems and to outline approaches to develop and implement standards that address water utility needs.
Recommendations provided are grounded by continuous input from many utilities with vendor feedback on a variety of issues, identifying requirements and specifications found in the broader utility industry.
The need for meeting the project objectives were underscored by the absence of an AWWA standard for mobile and network collection of meter readings and related system data and the perceived inability of the industry at large to establish criteria for meter data
