About this file
This is Book 2 of the Bid Documents for the 2026 Vadis Road Reconstruction Project issued by the Washington County Department of Land Use & Transportation on July 6, 2026. The project encompasses grading, paving, striping, and signing work on Vadis Road between Station 0+00 and Station 5+59 in Washington County, Oregon. The scope of work includes excavation and reconstruction of the roadway, replacement of existing culverts, removal and replacement of crushed aggregate base material with leveling course and asphalt concrete pavement (Level 2, 1/2" Dense ACP with 3" base course and 2" wearing course), saw-cutting of existing pavement, construction of asphalt approaches, and installation of pavement markings and signage. Bidders must submit electronic bids through the OpenGov Procurement website, with questions submitted in writing through the County's procurement portal. The project is identified as Bid Number 2026.058-ITB and Project Number 116200, with final completion required no later than October 30, 2026. Work cannot commence before July 1, 2025, and a preconstruction conference is required within 15 calendar days of the Notice to Proceed. The project includes a full road closure for up to 28 calendar days with all associated traffic control, signage, and notification requirements.
Prevailing wage rates as established by the Oregon Bureau of Labor and Industries for October 5, 2024, and January 5, 2026, apply to all workers on this public works project. The specifications reference the 2024 edition of the Oregon Standard Specifications for Construction as modified by the Special Provisions. Contractors must comply with workers' compensation insurance requirements and maintain Commercial General Liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, as well as Commercial Automobile Liability insurance of $1,000,000. Additional insureds must include Washington County and Genesee & Wyoming Railroad. The Agency reserves the right to withhold up to 5% retainage from progress payments, with retainage held in an interest-bearing account and released upon final payment. Liquidated damages apply for lane closures exceeding specified limits at $500 per 15 minutes per lane and for road closures beyond permitted limits at $2,000 per calendar day. The Contractor must provide proof of land use approval for off-site staging and waste disposal areas and must coordinate with utilities including Genesee & Wyoming Railroad, which has track replacement work scheduled for August through October 2026.

Standard Application processing takes approximately 6-8 weeks. PLEASE READ IN FULL - "Expedited processing" is available and will reduce the processing time to between 1-2 weeks at an additional cost of $3,000. For all expedited requests the application and plans submitted must meet engineering specifications and be approved in order for the applicable agreement(s) to be forwarded to the applicant for signature within 2 weeks from receipt of all required information and full payment of required fees . It is important to note that an incomplete application and plans submitted that do not meeting engineering specifications will cause a delay in the processing of expedited request and the two week guarantee no longer applies if revisions are required to be made by the applicant in order for them to meet engineering specs for engineering to approve the request.
The expedited processing of an application does not apply to the final review and execution phase of the agreement process. Once a signed agreement has been received and ALL required fees and insurance has been submitted the agreement(s) is(are) forwarded for final review by a VP of Real Estate, Legal and the signatory for the Railroad. This final review and execution process can take up to 2 weeks from receipt of all required documentation and fees. This part of the agreement process cannot be expedited.
At this time we are unable to expedite requests for the installation of new private grade crossings, industrial track agreements, and track leases. The process for these requests varies somewhat from the review and approval process for new utilities and takes a little longer to secure all required approvals.
Entering or working on the railroad right of way or any other railroad property without the permission of the railroad is trespassing and illegal. Violators risk the possibility of serious, even fatal injury and will be prosecuted.
