About this file
This is an award notification memo from the State of Utah Division of Purchasing and General Services regarding contract BD27-103 for the Atchee Ridge Fuel Break Bullhog project, involving the Division of Wildlife Resources, USWFS, and BLM. The project involves wildlife habitat improvement and wildland fire hazard reduction through mechanical removal and shredding of standing live and dead pinyon and juniper trees, saplings, and brush across 260.4 acres located at Indian Spring and Augisi Ridges, Book Cliffs, and Spring Ridge. The scope of work requires use of wheeled or tracked mechanical mulcher/shredder/masticator equipment with project completion required by November 30th, 2026. Participation in this solicitation was limited to prequalified contractors only. No mandatory site visit was held prior to bidding; however, potential bidders were strongly encouraged to conduct site inspections to understand general and local conditions affecting contract performance costs. The project performance period extends from the time of award through November 30th, 2026, with the vendor required to guarantee its pricing through project completion.
This Invitation for Bid (IFB) resulted in a single contract award to the lowest cost responsive and responsible vendor. Vendors were evaluated according to criteria stated in the original solicitation. Award notification does not constitute a contract; execution of a Purchase Order or signed contract between the awarded vendor and the Division of Purchasing and General Services is required before work, material purchases, or subcontract entry may commence. Vendors have seven days from issuance of the award notice to submit any written protests to the Procurement Officer at PO Box 141061, Salt Lake City, UT 84114-1061, with protests required to clearly identify the solicitation and detail the nature of the protest.
