Rangeland Contract Performance Evaluation and BD27-103 Atchee Ridge Fuel Break Bullhog Project

This document is a Rangeland Contract Performance Evaluation form utilized by the State of Utah Division of Purchasing in coordination with the Division of Wildlife Resources, USWFS, and BLM for evaluating contractor performance on rangeland management projects. The BD27-103 Atchee Ridge Fuel Break Bullhog project is a solicitation limited to prequalified contractors only, seeking a single contract award for wildlife habitat improvement and wildland fire hazard reduction through mechanical removal and shredding of standing live and dead pinyon and juniper trees, saplings, and brush using a wheeled or tracked mechanical mulcher/shredder/masticator. The project encompasses 260.4 acres across the Indian Spring and Augisi Ridges, Book Cliffs, and Spring Ridge, with a project completion deadline of November 30th, 2026. No mandatory site visit is required prior to bidding; however, potential bidders are strongly recommended to inspect the site to understand general and local conditions affecting cost performance. The contract term extends from the time of award through November 30th, 2026, with the vendor required to guarantee pricing through project completion.

The solicitation will result in a single contract award to the lowest cost responsive and responsible vendor. Participation is restricted to contractors currently listed on the State of Utah's Pre-approved/Pre-qualified Vendor list for rangeland projects. Contractor performance is evaluated using a rating system based on Quality of Product or Service (weighted at 8x), Timeliness of Performance (weighted at 8x), and Contract Management (weighted at 4x), with a maximum score of 100 points. Vendors must maintain a minimum average performance score of 60 to remain on the Pre-Qualification list; scores below 60 result in removal from the list for that specific treatment/acreage category and all larger acreages within the same treatment category, though vendors may still bid on open solicitations and reapply at the next RFSQ.

Overall Rating

In accordance with Procurement Code 63G-6a-410(5)(e), the State of Utah has determined that it is in its best interest to conduct a contractor performance review for each rangeland project. The State agency project manager will complete a performance review according to the evaluation criteria listed.

Vendors will be aware of their performance status as they will be monitored throughout the project. Any corrective action will be communicated to the vendor verbally or through a 10-day letter to cure, depending on the issues. Vendors must complete any corrective action requested or required, if not this will be reflected in their performance review scores.

In order for a vendor to remain on the Rangeland Pre-Qualification list, they must maintain a minimum average performance score of 60. If a vendor's average performance score drops below 60, they will be removed from the pre-qualification list for that specific treatment/acreage category and all larger acreage within that same treatment category. If a vendor is removed from the pre-qualification list they may still be eligible to submit a bid on Open Bid solicitations. Once a vendor is removed from the pre-qualification list, the vendor may reapply at the next open RFSQ.
