About this file

This addendum to a Request for Proposal issued by the Metropolitan Airports Commission on September 1, 2026, clarifies key provisions for chiller repair and maintenance services at Minneapolis-St. Paul International Airport (MSP) and St. Paul Downtown Airport (STP) in Minnesota. The addendum addresses four critical vendor questions regarding scope of work, pricing structure, and service delivery. A mandatory pre-proposal meeting and tour was scheduled for August 24, 2026. The document requires vendors to acknowledge receipt and understanding of the changes by submitting an original signed copy of the addendum signature page with their sealed bid response.

The addendum clarifies that the Metropolitan Airports Commission (EMC) will perform all condenser coil cleaning on air-cooled chillers, meaning contractors should not include this service in their base bid pricing. Repairs or replacements of tubes, tube supports, end sheets, and other internal components are excluded from base contract pricing and will be billed as extra costs to the Commission. For the three Trane chillers at Terminal 2 scheduled for replacement by December 2026, contractors should not include shutdown and startup services in year one pricing, as the factory authorized representative will handle these tasks during decommissioning. Additionally, refrigerant charges and labor to maintain full refrigerant loads are excluded from base bid pricing and will be billed separately to the Commission. All other provisions of the original RFP remain unchanged.

ADDENDUM

for Chiller Repair and Maintenance

Issued: September 01, 2026

This is an addendum to the RFP and shall now become a part of the solicitation documents.

A signed copy of this addendum shall be submitted with your sealed bid.

VENDOR QUESTIONS:

1. Can you please clarify if annual condenser coil cleaning is required by contractor or does the MAC self-perform condenser coil cleaning on all air-cooled chillers. If required by the contractor, please define the number of coil cleanings to include in our base bid. The phrase "as needed" is vague.

Answer: EMC does all the coil cleaning.

2. Please clarify that contractor is not covering repairs or replacement of tubes, tube supports, end sheets, etc. under the base contract pricing and that these repairs are considered as extra cost and billable to the MAC.

Answer: Correct

3. For the upcoming replacement of the 3 Trane chillers at Terminal 2 by December 2026, how do we address the chiller shutdowns and startups as these 3 chillers will be removed from service? Should We assume not to include shutdown and startup for year 1 as the chillers will be decommissioned and startup will be performed the factory authorized representative?

4. Please clarify and confirm that adding refrigerant to maintain a full refrigerant charge on the chillers is not part of the base bid and that providing new refrigerant and labor to install the refrigerant will be extra and billable to the MAC.

All other provisions of the RFP text remain unchanged.

Vendor hereby acknowledges receipt and understanding of the change.

Vendors must have the original signature page of this document attached to the RFB response.
