Stone Avenue Youth Transitional Housing Project - Sealed Architectural Plans and Elevations

This document contains sealed architectural plans and elevations for the City of Tucson's Stone Avenue Youth Transitional Housing Project (IFB No. 250133). The project involves the comprehensive renovation of a 50-room Econolodge facility located at Stone Avenue and Helen Street in Tucson, Arizona, converting single rooms into studio kitchenettes while replacing or modifying all major building systems including electrical, HVAC, plumbing, and structural components to meet current code requirements. The exterior improvements incorporate green stormwater infrastructure practices for water harvesting and community gathering spaces. A pre-submittal conference is scheduled for Friday, December 5, 2025, at 8:00 a.m. at the Econolodge site, with bid submissions due by 2:00 p.m. Arizona time on Tuesday, December 16, 2025. Bids will be opened via Microsoft Teams with results available within 24 hours, and a Notice of Intent to Award will be issued within 60 days of bid opening. The project completion timeframe is 540 consecutive calendar days from the Notice to Proceed.

The estimated contract price range is between $5,000,000 and $10,000,000, with liquidated damages set at $1,683.00 per calendar day for delays beyond substantial completion. Bid security of at least 10 percent of the total bid amount is required, along with 100 percent Performance and Payment Bonds. Davis-Bacon prevailing wage requirements apply, with labor rates ranging from $10.39 per hour for general laborers to $33.00 per hour for structural ironworkers. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation coverage at statutory levels. The project is funded through HUD funding, and contractors must be registered with the City of Tucson and maintain an appropriate Arizona Registrar of Contractors license throughout the project duration. All subcontractors with contracts exceeding $5,000 must be listed with the bid submission.
