About this file

This is a contractor prequalification document issued by Saratoga Springs City for the Irrigation Well 9 Project, a municipal water supply well drilling initiative located in Utah County, Utah. The project involves drilling and constructing a new 20-inch diameter pressurized irrigation well to a depth of approximately 1,200 feet using flooded reverse mud rotary drilling methods. Work scope includes installing a 30-inch conductor casing with grout seal, conducting geophysical and caliper logs, performing zone testing, reaming the pilot borehole, constructing the well with stainless steel screens and engineered gravel pack, well development through air lifting and mechanical surging, pump installation, step-rate and 24-hour constant-rate discharge testing, video surveying, and well disinfection. Prequalification documents must be submitted electronically through Utah Procurement Place (U3P) Bonfire no later than 3:00 p.m. on Thursday, October 8, 2026. The well is anticipated to be completed by early 2027. No physical copies will be accepted, and late submittals will be rejected. Only prequalified drilling contractors will be eligible to submit bids during the construction phase.

Contractors must demonstrate significant experience with similar municipal water supply well projects completed within the past seven years, with a minimum of three projects showing wells at least 1,200 feet deep in alluvial sediments using flooded-reverse circulation methods, formation zone testing capabilities, 16-inch minimum casing diameter, engineered gravel pack installation, and pump discharge rates of 2,500 gpm or greater. Prequalification criteria require contractors to maintain a current Utah Water Well Driller's license without major infractions in the past five years, possess equipment capable of reverse-circulation drilling to 28-inch minimum borehole diameter and 1,200-foot depth, maintain minimum bonding capacity exceeding $2.0 million, employ an experienced tool pusher (superintendent) with at least five years of similar drilling experience, provide acceptable safety programs without numerous OSHA or MSHA violations, submit three references with satisfaction statements, and have a proven track record without unresolved claims. Contract documents are currently in final design phase and will be provided upon selection of prequalified contractors. The evaluation process is final and prequalification does not constitute a commitment to award any phase of the project.
