About this file
This is a technical specifications document for the Hoffmans Mill Dam Removal project issued by the Brandywine Conservancy and Museum of Art in Chadds Ford, Pennsylvania. The project involves the complete demolition and removal of Hoffmans Mill Dam, a run-of-river rockfill dam located across the Brandywine Creek at 1 Hoffmans Mill Road, Chadds Ford, PA 19317. The work encompasses selective demolition, dewatering and water control of the existing impoundment, erosion and sediment control measures, riprap placement using relocated stone from the dam, site restoration, and topsoil and seeding activities. A mandatory pre-bid conference is scheduled for Tuesday, July 7, 2026 at 10:00 AM at the northwestern corner of the gravel parking area at the Brandywine Museum of Art; bidders who do not attend will not have their bids accepted. Online bids via PennBid (www.Pennbid.net) are due by Monday, July 20, 2026 at 5:00 PM local time, at which point bids will be privately opened and read. Prospective bidders are urged to register as plan holders on the designated website to receive all official notifications and addenda.
The specifications detail comprehensive requirements for mobilization and demobilization with mobilization costs not to exceed 4% of the total contract bid price, with 50% payable upon completion of 5% of contract work and the remaining 50% upon substantial completion. Key technical requirements include managing water flow from the Brandywine Creek (estimated median flow of 320 cubic feet per second) while maintaining constant downstream flow at all times, protecting wildlife including fish and potential bog turtle habitat, and implementing extensive erosion and sediment control measures in accordance with Pennsylvania Department of Environmental Protection guidelines. Riprap material must be obtained from a single PennDOT-approved quarry and meet specific material properties including a minimum bulk specific gravity of 2.5 and maximum absorption of 2%. Site restoration includes replacing paved surfaces, fencing, landscaping, and other features to pre-construction conditions, while topsoil application (minimum 4 inches) and seeding with appropriate fertilizer and mulch are required on disturbed areas outside the former impoundment. The Contractor bears responsibility for all testing and quality assurance documentation at its own expense and must provide daily monitoring of water control measures and erosion/sediment control inspections at least once every seven calendar days and after each runoff event.

The Contractor shall promptly collect, remove and properly dispose of any fish that are not relocated or do not survive dewatering in accordance with all local, state and federal waste management regulations. The Contractor shall make all reasonable efforts to prevent dead fish from becoming a nuisance.
C. If, during dewatering operations, any endangered or threatened species is encountered, the
Contractor shall immediately suspend dewatering operations and notify the Engineer. The
Engineer will consult with the Owner and the appropriate regulatory agency regarding the appropriate measures to be implemented prior to resuming dewatering. Potential Bog Turtle habitat was found immediately outside the project limits of disturbance during a Phase I Bog
Turtle Habitat Survey.
