About this file
This document is a quick reference guide for Wisconsin's Computer Hardware and Related Services Contract #505ENT-M22-WICOMPUTER-00, which is mandatory for Wisconsin state entities (except the University of Wisconsin System) and available cooperatively to Wisconsin municipalities. The contract involves multiple manufacturers and contractors: HP Inc. through Paragon Development Systems, Inc. and Vanguard Computers, Inc.; Lenovo through Insight Public Sector, Inc. and Vanguard Storage and Recovery; and Dell through Dell Marketing LP. Two contractors (Vanguard Computers and Vanguard Storage and Recovery) are certified Minority Business Enterprises (MBE).
The contract covers new standard computer models including 12 minimum baseline configurations (3 desktops, 5 laptops, 1 workstation, 1 mobile workstation, and 2 tablets/2-in-1 laptops), along with monitors, additional warranties, accessories, third-party peripherals, and value-added services. Contract terms vary by manufacturer: HP and Lenovo devices run from October 28, 2021 to October 27, 2026 (including one renewal period), while Dell devices run from March 28, 2022 to March 27, 2027 (including one renewal period). Pricing includes standard configurations with high discounts and percentage discounts for non-standard items, with delivery freight included and FOB destination terms. The contract allows use of state purchasing cards and excludes items available through other mandatory contracts, equipment leases, most software, and WAN-specific hardware.

The quote from the desired non-contract vendor must include freight and the same warranty. The Contract Manager will be the sole determinant of all waiver approvals.
