About this file
This is a business license requirements document issued by the City of Little Rock, Arkansas, establishing licensing obligations for contractors and vendors conducting business within the city's jurisdiction. The document outlines that businesses with physical locations in Little Rock must obtain a business license for each location. In-state businesses based in other Arkansas cities are required to obtain a Little Rock license unless they already hold a comparable license from another Arkansas municipality. Out-of-state businesses without Arkansas physical locations must obtain a Little Rock license unless they already possess one from another Arkansas city. The document clarifies that out-of-state companies need not obtain a license simply to bid on City of Little Rock purchasing proposals; however, if they are awarded a contract, they must obtain a City of Little Rock business license for the duration of their engagement. Additionally, the license classification must be comparable to the type of work being conducted in Little Rock.
Non-profit organizations are explicitly exempt from business license requirements. All inquiries regarding these requirements should be directed to the Treasury Division of the City of Little Rock, specifically Scott Massanelli, Treasury Manager. This requirement directly applies to the Parking Lot Construction project at 1419 Park (LR Nine Way), meaning any contractor awarded this contract would be obligated to maintain a current City of Little Rock business license throughout the project term.

City of Little Rock Business Licenses Requirements
1. If a business has a physical location in Little Rock, they are required to have a business license for each location.
2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.
If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.
4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.
6. A Non-Profit Organization is exempt from having to obtain a business license.
