About this file
This is an Affirmative Steps form (2 CFR 200.321) issued by the Princeton Electric Plant Board in Kentucky, outlining contracting requirements for small and minority businesses, women's business enterprises, and labor surplus area firms. The document establishes mandatory affirmative action measures that contractors and subcontractors must implement to ensure maximum participation by qualified small and minority-owned enterprises in the procurement process for Advanced Metering Infrastructure (AMI) technologies, including smart meters, operating software, and system integration tools. Sealed bids for the AMI project must be submitted through the DFS Procurement Portal by September 30, 2026, at 12:00 p.m. CDT, with public bid opening scheduled for 1:00 p.m. CDT the same day at the Princeton Electric Plant Board office in Princeton, Kentucky. Questions regarding the scope and request for bids must be submitted by September 28, 2026, at 5:00 p.m. CDT.
The affirmative steps required of all contractors include placing qualified small, minority, and women-owned enterprises on solicitation lists; actively soliciting these enterprises as potential sources; dividing total requirements into smaller tasks or quantities where economically feasible to maximize participation; establishing delivery schedules that encourage participation by these enterprises; and utilizing resources from organizations such as the Small Business Administration and the Minority Business Development Agency. These requirements apply to both prime contractors and any subcontractors they engage for the project.
