About this file

This document is an Excel-based bid pricing template for a Washington State Department of Enterprise Services (DES) HVAC Services contract. The contract covers multiple regions across Washington State, including Olympic, Northwest, Southwest, South Central, North Central, and Eastern regions, spanning counties such as Clallam, King, Pierce, Clark, Yakima, Spokane, and others. The document appears to be part of a competitive solicitation for HVAC service providers.

The contract establishes a pricing mechanism based on a percentage markup over Washington State Labor & Industries prevailing wage rates for four specific labor trades: Electricians, Refrigeration & Air Conditioning Mechanics, Plumbers & Pipefitters, and Sheet Metal Workers. Bidders must provide percentage markups for standard labor, after-hours, and emergency services across different counties and regions. The maximum hourly charge is calculated by adding the bid percentage to the prevailing wage rate. Additional pricing elements include a 25% subcontractor markup, a $125 truck charge rate, and separate parts markup percentages ranging from 14% to 30% depending on the region. The contract allows for detailed regional pricing variations, with markup percentages differing across trades and service types for each county.

EXHIBIT C - HVAC Services Bid Price
Instructions:
The bid rate Bidders enter must be expressed as a multiplier to the Washington State Labor & Industries prevailing wage rates. Do not enter a dollar amount as a bid rate, only percentages will be accepted as a responsive bid.

Bidder must input a bid rate (percent mark up) in the designated fields for all four (4) labor trades: Electricians - Inside (Journeyman Level) (Hourly), Refrigeration & Air Conditioning Mechanic (Hourly), Plumber & Pipefitter, (Hourly) and your Sheet Metal Worker (hourly), additionally Bidder must include a percent mark up for After Hours, Emergency Service, and Parts.

Bidder must provide a percent markup for both Labor and Parts, and include all Counties within the specific Region. Bidder must provide the Prevailing Wage % markup for Labor Trade, After-Hours, and Emergency Service rates, which are also required for the Bidder's bid to be responsive for that Region.

Bidder's percent markup must include all costs associated with the services offered on this contract, including administration, materials, supplies, overhead, travel time, etc.

Evaluation details are outlined in Section 4.3, Bid Pricing Evaluation of the Competitive Solicitation Document. DES will evaluate bids to identify the lowest evaluation total – by reviewing and comparing the submitted bid prices provided in this Exhibit.

The total cost that may be charged on a resulting contract is determined based on the bid percentage over the Washington State Labor & Industries prevailing wage. The maximum allowable charge per hour will be determined by the following formula:

Maximum allowable charge per hour = Prevailing wage + (bid percentage X prevailing wage) For example, if a bidder from a county that has a prevailing wage of $20.00 proposes a markup percentage rate of 50%, the bidder’s maximum allowable hourly charge will be $30.00 since the formula would be [$20.00 + ($20.00 × 0.50)].

Parts only percent mark up. Input your percentage markup over the total cost of parts that are used for a HVAC Services. Includes parts that is required for a job.
