This screening is a pass/fail determination. Any Proposal that does not meet the MQs will not be eligible for further consideration. For Joint Ventures (JVs), each partner must meet the MQs applicable to its proposed role, be identified to perform Prime-level work, and hold any license required of this partner by this RFQ.

B. If the number of responsive firms is equal to or fewer than the number of contracts to be awarded, the City may, at its sole discretion, cancel the written proposal evaluation process and award contracts directly to the responsive firms.

C. The Evaluation Panel will evaluate and score Written Proposals in accordance with the criteria and point scale itemized below:

PWP-690 (4-26) 16 of 35

E. The City, at its own discretion, may select a different panel for the interview phase, or use the same selection panel from the written proposal evaluation to interview the short-listed firms.
