About this opportunity

The City of Detroit Office of Contracting and Procurement on behalf of the Construction and Demolition Department is requesting proposals for drain cleaning services using United 894 Zyme Out product at City facilities over a three-year term, with quotes due October 2, 2026 at 12:00 PM EST and a pre-bid conference scheduled for September 9, 2026 at 2:00 PM EST via Microsoft Teams. Written questions are due September 29, 2026 at 12:00 PM EST.

Per Executive Order No. 2016-2, contractor worker hours must consist of at least 50% bona fide Detroit residents, 25% minorities, and 5% women, with documentation required prior to award. An Equalization Factor applies allowing Detroit-based businesses certified by CRIO to receive credit up to 12% above the lowest responsible bid or $100,000, whichever is less.

The scope centers on supplying and delivering United 894 Zyme Out, a non-toxic, EPA- and OSHA-compliant degassing agent and odor eliminator designed to eliminate hydrogen sulfide odors. Primary location is 6333 Huber Street, Detroit, Michigan 48211 (Animal Care and Control facility). The contractor must provide a 24/7 available project manager, handle unloading and transporting product inside designated facilities, maintain records for seven years, and comply with all City monitoring and inspection requirements. Compensation is based on City-approved prices and documented evidence of satisfactory completion. The City reserves the right to withhold payment or deduct costs for contractor-caused corrections or remediation.

All bids are submitted through Bonfire (EUNA Procurement); bids submitted outside the platform or after the deadline will not be accepted. Award is on a low total net bid basis to a single respondent. Bid bonds of 5% and payment and performance bonds of 25% or 100% of contract value are required. Insurance requirements include Workers' Compensation at Michigan statutory limits, Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, and Automobile Liability of $1,000,000 combined single limits. Respondents must register in SAM, provide three years of financial statements, a completed Statement of Political Contributions and Expenditures, and notarized Consolidated Affidavits covering hiring policy, slavery era records, prison industry disclosures, and equal opportunity covenants. City Treasury Clearance is required prior to City Council approval.
