About this opportunity

The School Board of Sarasota County (SBSC) has issued a Request for Qualifications (RFQ #26-0004) for yearbook services across its district-wide network of 44 schools, including 23 elementary schools, 7 middle schools, 6 high schools, 2 technical colleges, 5 combination schools, and 1 virtual school. The procurement seeks to establish a pre-qualified list of responsible contractors to provide comprehensive yearbook production services, with individual schools having the ability to negotiate directly with selected vendors for pricing and specific requirements. Required services include digital submission capabilities, online ordering systems, photo scanning, proofing services, and specialized software compatibility with Microsoft Office, Adobe InDesign CS5.5+, and Photoshop CS5.5+. Vendors must demonstrate a minimum of three years of verifiable yearbook service experience and provide commercial references documenting comparable service delivery. The solicitation requires electronic proposal submissions through the Bonfire Portal by September 16, 2025, at 1:00 PM EST, with recommended awards to be posted on October 14, 2025, and final School Board action scheduled for October 21, 2025.

The RFQ includes specific set-aside and certification requirements for small and minority business enterprises, with vendors required to complete the Small/Minority Business Enterprise Certification Form (Attachment B) detailing their status under Florida Statutes 288.703(1) and (2). Additional mandatory compliance documents include an Affidavit Regarding the Use of Coercion for Labor and Services and an Affidavit Certifying Non-Ownership by Foreign Countries of Concern, which restrict participation by companies owned or controlled by specified foreign governments. Contractors must maintain appropriate insurance coverage and comply with background screening requirements under Florida's Jessica Lunsford Act. The contract term will be three years from the date of approval, with two optional one-year renewal periods, though no guaranteed quantities or specific dollar values are specified. Vendors must also complete a Proposer Statement of Qualifications form addressing potential contract defaults, bankruptcy history, current litigation, and other financial stability indicators. The procurement emphasizes vendor qualifications over pricing, with the primary goal of creating a pool of pre-qualified yearbook service providers from which individual schools can select their preferred vendor.
