About this opportunity
The West Virginia Division of Natural Resources, Wildlife Resources Section is requesting quotes for 25 GPS-enabled wildlife collars for elk under ARFQ DNR27_02, with bids due July 30, 2026 at 1:30 p.m. ET through wvOASIS Vendor Self Service. The technical question deadline has passed (July 23, 2026 at 9:00 a.m. ET).
Collars must meet detailed specifications: maximum weight of 1,600 grams; GPS and Iridium capability with transmission at least once every 24 hours (up to five locations daily); active VHF beacons in the 150.000–153.999 MHz range for a minimum of five hours daily; mortality sensors with text and email notification; remotely activated drop-off devices; 2-way expandable inserts providing at least 2 inches of expansion; activity sensors; adjustable circumference between 62–102 centimeters (including the expandable section but excluding its allowable stretch); and minimum three-year life expectancy with 3–5 fixes per day. One expansion section per collar with metal plate attachment is required. Collars will be used on both bull and cow elk. Vendors must provide 2-year replacement warranty effective from first activation and Windows-based collar communication software for remote management.
The scope includes two line items: 25 GPS wildlife collar units and collar communication services at a flat monthly rate of $900 per activated collar for 36 months. Unit pricing must be quoted F.O.B. destination to include all shipping and delivery fees. Delivery to the Division of Natural Resources Elkins Operations Center and other agency locations must occur within 72 calendar days of purchase order receipt.
This is a one-time purchase with no renewal options. Vendors must be registered with the West Virginia Purchasing Division, comply with all state licensing and certification requirements, and maintain workers' compensation insurance. Vendors must acknowledge receipt of all addenda, including Addendum No. 01 (issued July 27), by submitting the Addendum Acknowledgment Form with their bid to avoid disqualification. The contract is contingent upon legislative appropriation and funding availability. Contact James H. Adkins at (304) 558-3397 or jamie.h.adkins@wv.gov.
