About this opportunity
The City of Port Orange is requesting bids for renovation and expansion services at Willow Run Park under ITB 26-05, with bids due August 19, 2026 at 2:30 p.m. EST and a mandatory pre-bid conference and site visit on July 29, 2026 at 2:30 p.m. EST at City Hall. Bidders must be licensed general contractors registered to conduct business in Florida.
The 3.12-acre park project encompasses new restroom facilities (873 square feet), outdoor gathering spaces with covered seating, a playground on mulched ground, a full basketball court, a bicycle track, and an updated stormwater system. The scope is defined by 100% construction documents prepared by Hall & Ogle Architects and multiple engineering firms, with comprehensive specifications covering site clearing, earthwork, exterior improvements, landscaping, utilities, building components, and related infrastructure. The contractor must preserve 177 existing trees with a minimum of 54 required trees retained, maintain all-weather accessible fire access throughout construction, provide NPDES permitting and inspection, and submit as-built surveys signed and sealed by a Florida registered professional land surveyor. All work must comply with the Florida Building Code (Eighth Edition 2023), NFPA National Electric Code (2020), and Florida Fire Prevention Code (Eighth Edition 2023).
The contract term is 300 days. The project received ECHO grant funding; the awarded bidder must list the City of Port Orange and Volusia County as additional insureds on all certificates of insurance and bonds. Standard insurance includes workers' compensation, general liability of $1,000,000 combined single limit, automobile liability of $1,000,000, and builders risk property insurance at completed contract value. A payment and performance bond equal to 100% of the total contract amount is required unless the City Manager waives the requirement for contracts under $200,000. Bids are evaluated on a lowest responsible bid basis considering bidder capability, past performance, compliance with regulations, financial resources, and quality of work. Bidders must submit three verifiable references from similar scopes of work and a Sunbiz report demonstrating active Florida business registration. Questions are due August 5, 2026 at 4:00 p.m. EST. All bids must remain irrevocable for 120 days after opening.
