About this file
This document comprises Final Engineering Plans prepared by Zev Cohen & Associates, Inc. for the City of Port Orange, Florida, detailing the renovation and expansion of Willow Run Park located at 1351 Schoolhouse Drive, Port Orange, Florida 32129. The project encompasses the renovation of the existing 3.12-acre park to include new restroom facilities (873 square feet), outdoor gathering spaces with covered seating areas, a playground on mulched ground, a full basketball court, a bicycle track, and an updated stormwater system. The plans include architectural, structural, civil, mechanical, plumbing, electrical, landscape, hardscape, irrigation, and tree protection components prepared at 100 percent construction document level dated March 20, 2026. The project site lies in Flood Zone X per FEMA maps, is zoned GPU (Government/Public Use), and maintains existing parking of 33 spaces with 2 required and 2 existing handicap spaces. Proposed improvements include 0.02 acres of building area, 0.96 acres of sidewalk/concrete/turf, 0.41 acres of existing pavement retention, 0.40 acres of pond area, and 1.33 acres of landscape/open space, resulting in 1.73 acres of total pervious surface and 1.39 acres of total impervious surface.
The engineering plans establish comprehensive construction requirements including compliance with the Florida Building Code (Eighth Edition 2023), NFPA National Electric Code (2020), and Florida Fire Prevention Code (Eighth Edition 2023). The contractor must maintain an all-weather accessible roadway for fire access at all times, establish erosion control and tree protection measures prior to site clearing, provide NPDES permitting and inspection, and submit "as-built" surveys signed and sealed by a Florida registered professional land surveyor. All testing and certifications must be performed by approved laboratories with state-certified technicians and submitted to both the Engineer of Record and the City's designated site inspector. Shop drawings and material certifications require contractor review and Engineer approval prior to ordering. The plans identify existing utilities including stormwater, sanitary sewer, and electrical systems, with the contractor responsible for locating, verifying, and coordinating utility company notifications and potential relocations. Operation and maintenance of the completed stormwater system will be provided by the property owner with bi-weekly mowing of side slopes and monthly inspection/cleaning of culverts and storm systems.
