Bidders who fail to attend the pre-bid meeting are automatically disqualified.
The scope encompasses mobilization, clearing and grubbing, excavation of 400 cubic yards of unclassified borrow material, installation of HDPE drainage pipe (202 linear feet of 12-inch, 564 linear feet of 18-inch, and 134 linear feet of 24-inch diameter) across four drainage areas totaling approximately 1,134 linear feet, construction of twelve standard and six modified Type B drainage inlets with wingwalls and outlet protection, two concrete anchors, 275 linear feet of grouted riprap channel, 30 linear feet of grass-lined channel, and seed and mulch application. All work must comply with detailed engineering specifications including Class B concrete for structural elements, new billet steel reinforcement, geotextile separation materials, field verification of inlet rim elevations, and erosion and sediment control measures per West Virginia Department of Environmental Protection requirements. Contractors must notify the One-Call System at least 48 hours before excavation and maintain airfield security through daily fence-fabric reinstallation.
Bids require a five percent bid bond; the successful vendor must provide performance bonds and labor/material payment bonds each equal to 100 percent of contract value. Compliance is mandatory with West Virginia contractor licensing, drug-free workplace affidavits, Davis-Bacon prevailing wage rates if federally funded, and local labor market hiring requirements (75 percent from local labor market). For contracts exceeding $1 million, vendors must disclose interested parties prior to commencing work and submit a subcontractor list identifying all subcontractors performing more than $25,000 within one business day of bid opening. Pricing must be firm for the life of the contract and include all applicable taxes, overhead, and profit. Vendor questions are due September 3, 2026 at 11:00 a.m. EST.
