About this opportunity
Western Connecticut State University is requesting sealed bids for complete labor and materials to replace one existing boiler at the Westside Classroom Building on its Westside Campus in Danbury, Connecticut under ITB 2027-WCSU-ITB-002, with bids due October 13, 2026 at 2:00 p.m. This ITB is reserved for vendors holding current SBE/MBE set-aside certificates from the Connecticut Department of Administrative Services Supplier Diversity Program—a hard eligibility gate.
The project carries state-mandated spending allocation goals: an overall SBE goal of 10.45% ($36,567.00), an MBE sub-goal of 3.26% ($11,398.00), and an SBE-Only (Non-MBE) goal of 7.19% ($25,170.00). Selected contractors must demonstrate good faith effort to meet these goals. Connecticut Department of Labor prevailing wage rates apply.
The project is funded with $350,000 in state funding. Scope includes boiler replacement with all associated labor and materials; detailed mechanical and electrical specifications, drawings, and technical plans are attached. Work must commence following contract issuance with shop drawing submittals due within ten days of award and final completion required no later than January 12, 2027.
A mandatory pre-bid site visit is scheduled for September 22, 2026 at 11:30 a.m. at the Wooden Pavilion behind the Classroom Building on Access Road—the only site-visit opportunity during the bid phase. Questions are due September 28, 2026 by 4:00 p.m., with addenda responses issued no later than October 2, 2026 by 4:00 p.m. Public bid opening follows immediately after 2:00 p.m. submission in Lounge Room 009 at 182 White Street. Bidders must provide a 10% bid bond with proposals; apparent low bidder must submit 100% performance and labor/materials bonds upon award notification. Bids remain firm for 90 calendar days following opening. A pre-award meeting with the project manager is required within five calendar days of apparent low bidder notification.
