About this opportunity

The West Virginia Department of Administration Purchasing Division, on behalf of the West Virginia Division of Natural Resources, is requesting quotes for construction of a new public access site with boat ramp facilities at West Fork (Spelter) in Kanawha County under CRFQ 0310 DNR2700000001, Version 2, with bids due August 20, 2026, at 1:30 p.m. A mandatory pre-bid meeting was held July 30, 2026, at the intersection of US Route 19 and Route 19/33 near Spelter, West Virginia. Addendum #1 was issued August 11, 2026, clarifying vegetation preservation, specification applicability, riprap installation scope, and acceptable waste-soil placement; vendors must acknowledge receipt of Addendum #1 with their bid submission.

The scope encompasses site demolition; construction of full-depth asphalt parking areas with five parallel spaces; concrete driveways, sidewalks, and steps; installation of a stainless steel kayak/canoe launch system with level loading section; wood guardrails and split-rail fencing; riprock slope protection; tree and landscaping plantings; three LED solar-powered light poles; and comprehensive erosion and sediment control. The contract is structured as a lump-sum base bid covering all labor, materials, and equipment for project completion, plus unit-price line items for removal and disposal of unsuitable soils (300 cubic yards) and additional riprap (10 tons). The fixed completion timeline is 365 days from notice to proceed. Pricing is firm for the life of the contract.

Contractors must hold a West Virginia contractor's license, carry commercial general liability insurance of $1 million per occurrence and automobile liability insurance of $500,000 per occurrence, and submit a 5% bid bond with bids. Performance bonds and labor/material payment bonds equal to 100% of contract value are required. For contracts exceeding $250,000, a subcontractor list identifying all subcontractors performing more than $25,000 of work must be submitted within one business day of bid opening. Liquidated damages are assessed at $250 per day for failure to meet the 365-day deadline. Questions were due August 5, 2026. Inquiries should be directed to Joseph E. Hager III, buyer, at (304) 558-2306 or joseph.e.hageriii@wv.gov.
