About this file

This is Addendum #1 to a Centralized Request for Quote (CRFQ) issued by the West Virginia Department of Administration Purchasing Division on behalf of the West Virginia Division of Natural Resources for marine construction services at the West Fork (Spelter) New Public Access Site. The solicitation (CRFQ 0310 DNR2700000001, Version 2) seeks bids to construct a new boat ramp at the West Fork-Spelter location according to specified plans and terms. The solicitation was issued on August 11, 2026, with bids closing on August 20, 2026, at 1:30 p.m. Bids should be submitted to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, WV 25305. All vendors are required to acknowledge receipt of this addendum and submit the acknowledgment with their bid to avoid disqualification.

Addendum #1 publishes vendor questions and responses along with pre-bid sign-in sheets and four clarifications regarding project execution. Key clarifications address vegetation preservation (existing trees and larger vegetation should be preserved unless obstructing proposed work; underbrush may be removed), applicability of specifications (the specification manual references boat ramp and kayak/canoe launch projects, but only two items apply to this project), riprap installation requirements (only riprap specifically called out in plan sheets should be included in the base bid, with additional riprap required for any disturbed slopes of 3-to-1 or greater), and acceptable waste soil placement (a depression west of existing concrete and block walls is an acceptable location for fine graded waste soil with seeding and straw mulch). One vendor submitted a request to evaluate GridShift Solar Lighting as an approved equal for the solar lighting portion; this request was denied due to missing key features required by the specified model. All provisions of the original solicitation remain in full force and effect except as modified by this addendum.

RFI: Vendor Questions for CRFQ DNR27*01 West Fork PAS (Spelter)

Q.1. We respectfully request that GridShift Solar Lighting be evaluated as an approved equal for the solar lighting portion of this project.

GridShift Solar Lighting is a U.S. combat veteran-owned manufacturer of high-performance off-grid solar lighting systems. Our products are designed, engineered, manufactured, and tested in California, with an emphasis on long-term reliability, rapid installation, and transparent, field-verified performance. Our systems have been deployed in major municipalities, parks, universities, and public infrastructure projects throughout the United States.

After reviewing the proposed lighting system, we believe our solution offers several meaningful advantages, including:

• Lithium Iron Phosphate (LiFePO₄) battery technology versus the proposed GEL lead-acid battery system, providing substantially longer cycle life, deeper usable capacity, higher charging efficiency, and lower lifetime maintenance requirements.

• High-efficiency monocrystalline solar panels, which perform better in low-light and high-temperature conditions while allowing a more compact, efficient system design.

• Third-party burn-time tested performance, providing independently verified runtime rather than relying solely on calculated specifications.

• Pre-integrated, American-built systems that simplify installation, reduce field labor, and provide direct U.S.-based engineering and technical support.

A. No. It is missing some of the key features required of the specified model.

Clarifications:

1. Trees and larger vegetation to help maintain the stability of the existing riverbank slopes are to be preserved. However, if existing vegetation is in the way of the proposed work, it is acceptable to remove. Underbrush may be removed.

2. The specification manual was developed to include references to all the WVDNR boat ramp and kayak/canoe launch projects. These two (2) items do not apply to the Spelter Road PAS project.

3. It is anticipated the only locations requiring riprap to be installed are the areas identified on the plans. If an area of 3-to-1 or greater slope is disturbed during construction, that sloped area will require rip-rap protection. In the “A” Base Bid, include only the rip-rap material this is specifically called out in the plan sheets.

4. There is a depression at the west end of the project site, behind the existing concrete and block walls, which is lower than the parking lot area. This area on the west side of the site is an acceptable location to accept waste soil material, so long as it is fine graded and seeded/straw mulched once excavation operations have been completed.
