West Fork River Public Access Sites Project Manual Summary

This is a Project Manual for construction work prepared by E.L. Robinson Engineering on behalf of the West Virginia Division of Natural Resources (WVDNR) Wildlife Resources Section. The project involves the installation and repair of concrete boat ramps, riprap slope stabilization, asphalt parking areas with striping, minor grading, and storm drainage improvements at the West Fork River Public Access Site (Spelter Road) located in Harrison County, West Virginia. The work is intended to minimize impacts to the site and local traffic while maintaining public access during construction. The project documents include technical specifications across multiple divisions covering site work, concrete, and related construction elements. A pre-construction conference must be scheduled no later than 15 days after execution of the agreement and prior to commencement of construction. The Contractor is required to develop and submit a construction schedule and chart for Engineer approval one week prior to the pre-construction meeting, with monthly updates submitted alongside payment requests throughout the project duration.

The contract is structured as a lump-sum base bid for all labor, materials, and equipment necessary for project completion, with additional unit price line items for removal and disposal of unsuitable soils (300 cubic yards) and additional riprap (10 tons). The Contractor must provide a West Virginia Contractors License number and comply with all applicable federal, state, and local regulations. Contractor responsibilities include traffic maintenance, utility coordination through One Call - Miss Utility of WV, site dewatering as necessary, quality control testing through an independent testing agency acceptable to the Owner, and comprehensive project closeout requirements including record drawings, operation manuals, and construction photographs. Payment will be withheld until all required submittals including construction schedules, shop drawings, certificates of compliance, and operation manuals are received, with specific deadlines established for submission of these documents prior to 50 percent contract completion.

1.4 RECORD DOCUMENT SUBMITTALS

A. General: Specific requirements for record documents are indicated in the individual sections of these specifications. Other requirements are indicated in the General Conditions. General submittal requirements are indicated in the various "submittals".

1. Do not record documents for construction purposes; protect from deterioration and loss in a secure, fire-resistive location; provide access to record documents for the Owner's Representative reference during normal work hours.

B. Record Drawings: Maintain a record set of blue or black line white prints of contract drawings and shop drawings in a clean, undamaged condition. Mark-up the set of record documents to show the actual installation where the installed work varies substantially from the work as originally shown.

Mark whichever drawing is most capable of showing the actual "field" condition fully and accurately;

however, where shop drawings are used for mark-up, record a cross-reference at the corresponding location on the working drawings. Give particular attention to concealed work that would be difficult to measure and record at a later date.

Project No. 1022032 PROJECT CLOSEOUT 01700 - 3

1. Mark record sets with red erasable pencil and, where feasible, use other colors to distinguish between variations in separate categories of work.

2. Mark-up new information, which is known to be important to the Owner, but for some reason was not shown on either contract drawings or shop drawings.

3. Note related change-order numbers where applicable.

4. Organize record drawing sheets into manageable sets, bind with durable paper cover sheets, and print suitable titles, dates, and other identification on the cover of each set.

C. Record Specifications: Maintain one complete copy of a project manual, including specification and addenda, and one copy of other written construction documents such as change orders and similar modifications issued in printed form during construction. Mark these documents to show substantial variations in the actual work performed in comparison with the test of the specification and modifications as issued. Give particular attention to substitutions, selection of options and similar information on work where it is concealed or cannot otherwise be readily discerned at a later date by direct observation. Note related record drawing information and product data, where applicable.

1. Upon completion of the Work, submit record specifications to the Owner's Representative for the

Owner's records.

D. Record Product Data: Maintain one copy of each product data submittal. Mark these documents to show significant variations in the actual Work performed in comparison with the submitted information. Include both variations in the products as delivered to the site, and installation. Give particular attention to concealed products and portions of the Work which cannot otherwise be readily discerned at a later date by direct observation. Note related change orders and mark-up of record drawings and specifications.

1. Upon completion of the mark-up, submit complete set of record product data to the Owner's

Representative for the Owner's records.

Project No. 1022032 PROJECT CLOSEOUT 01700 - 4
