About this opportunity
The Dutchess County Water & Wastewater Authority is requesting bids on the West Dorsey Water Main Extension project to construct a new 8-inch water main extending water service from the Hyde Park Water Treatment facility along Route 9 to West Dorsey Lane, with bids due July 17, 2026 and a non-mandatory pre-bid meeting on July 1.
Prevailing wage requirements and contractor registry mandates are central eligibility filters. All contractors and subcontractors must hold New York State Department of Labor Contractor and Subcontractor Registry Certificates and provide proof of OSHA 10-hour safety training certification for all personnel. Prevailing wages are set at the higher of federal Davis-Bacon or New York State rates and must be monitored and adjusted throughout the contract term. Equal Employment Opportunity goals establish targets of 6.4 percent minority employment (minimum of one minority employee) and 6.9 percent women employment (minimum of one woman employee).
The scope encompasses site preparation including test pits and rock excavation; 1,400 linear feet of 8-inch HDPE water main with fittings and 90 linear feet of 12-inch HDPE water main; three 8-inch and one 12-inch gate valves with boxes; three hydrant assemblies; bituminous concrete trench repairs (980 square yards); permanent concrete curb installation (560 linear feet); and lawn and seed restoration (760 square yards). HDPE pipe installation must comply with AWWA C-901 and C-906 standards at 105 PSI working pressure with minimum 5-foot cover depth (or 3 feet with rigid foam insulation where bedrock limits depth). Contractors must notify Notify 811 at least 48 hours before ground disturbance and perform hydrostatic and bacteriological pressure testing per AWWA standards.
The bid format includes lump sum items for mobilization, demobilization, bonds, insurance, permits, traffic control, and erosion control, plus unit price items. The contract includes 5 percent bid security and liquidated damages provisions. Award is anticipated within forty-five days of bid receipt. Sealed bids are due by 1:00 p.m. at the Dutchess County Water & Wastewater Authority offices at 1 Lagrange Avenue, Poughkeepsie, New York, and will be publicly opened the same date.
