About this opportunity

The City of Wichita is requesting bids on construction services for water distribution system and sanitary sewer improvements serving the Bridger at Central Addition Phase 2 development, with sealed electronic proposals due September 11, 2026 at 10:00 a.m. through the City's Procurement Portal. This is a tied two-project solicitation (RFB #260228): Water Distribution System (Project E6192, north of Central Avenue and east of 135th Street West) and Sanitary Sewer Improvements (Project E6191) serving the same development area in Sedgwick County.

Work is scheduled to commence 30 calendar days after contract award and must be completed within 50 working days from the start date. Addendum No. 1, posted August 28, 2026, revised the project timeline from 35 to 50 working days and clarified specifications for Bid Item #27 (20-inch outside diameter casing pipe permitted in place of 20-inch inside diameter specification) and Bid Item #21 (manhole connection specifications). Vendors must acknowledge all addenda electronically with their bids.

The water distribution scope includes 4,519 linear feet of 8-inch water line pipe, six fire hydrant assemblies, valve assemblies, and pipe connections. The sewer scope includes 3,596 linear feet of 8-inch sewer pipe, 15 standard manhole structures, riser assemblies, flowable fill, air testing, casing pipe, and construction best management practices (silt fencing, curb inlet protection, drop inlet protection, and construction entrance protection).

Bidders must possess a minimum of three years' experience in similar construction services, current licensing with the City of Wichita or State of Kansas, and Kansas Secretary of State registration before contract execution. A bid bond equal to five percent of the total bid amount or an annual bid bond is required prior to bid opening. The successful contractor must furnish a performance bond and labor and material payment bond each in the amount of 100 percent of the contract value. Commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 annual aggregate, comprehensive automobile liability coverage, workers' compensation, and employer's liability insurance are mandatory. The contract will be awarded to the lowest and best total net bid from a responsible and responsive vendor. Bids may not be withdrawn for 60 days following bid opening.
