About this opportunity

The Village of Woodridge, Illinois is soliciting sealed bids for water system leak detection services under Bid #2026-07, with bids due June 9, 2026 at 2:00 p.m. at Village Hall, Five Plaza Drive.

The scope encompasses a minimum of two full system leak detection surveys of approximately 140 miles of watermain and 2,200 hydrants (predominantly cast iron and ductile iron) spaced approximately six months apart. Each survey requires sonic detection on all hydrants, strategic main line valves, and selected B-Box service valves; electronic correlator and ground microphone follow-up to pinpoint suspected leaks; blue paint marking of leak locations; and documentation of all defective system components and map errors. The contractor must commence each survey within thirty days of notification and complete the full system survey within six weeks of starting work. Three copies of the final report must be submitted for each survey.

The contract period runs July 2026 through June 30, 2028, with the Village retaining discretionary right to extend for three additional one-year periods. The cost proposal must include a unit cost for one full system survey and an annual base cost covering two surveys. Bidders must also provide optional pricing for isolated leak detection during normal working hours and after-hours/weekend/holiday emergency callouts (with hourly rates and minimum hour requirements) and indicate the maximum allowable percentage increase for each optional extension period.

Bidders must submit a 5% bid deposit (bid bond, certified check, or cashier's check) and furnish a performance bond equal to the full contract amount within ten calendar days of acceptance. A performance bond equal to the full contract amount is required. Contractors must maintain comprehensive general liability insurance with minimum limits of $1,000,000 per occurrence, comply with all OSHA requirements and prevailing wage standards, and submit at least one municipal reference. Progress payments will be made monthly less 10% retainage, with final payment upon survey completion and report submission. Liquidated damages are $250 per calendar day for missed completion timelines and $100 per incident per day for specification non-compliance.

Questions must be submitted to Jeff Moline at jmoline@woodridgeil.gov by 3:00 p.m. on June 2, 2026. Any addenda will be posted by 3:00 p.m. on June 3, 2026.

Update #2 ·

These specifications include requirements for all planning, design, deployment, materials, transportation, equipment, and labor necessary to complete the leak detection and location services. The water system includes approximately 140 miles of watermain and approximately 2,200 hydrants (full system) consisting predominantly of cast iron and ductile iron main. The scope includes a minimum of two (2) full system Leak Detection Surveys (generally one in the Spring/Summer and one in the Fall/early Winter) approximately six (6) months apart. Each survey shall include complete leak detection and location survey of the full system using sonic detection to listen on all hydrants and strategic main line valves and selected B-Box service valves using sensitive sound intensifying instruments. If a leak is suspected, the location will be further investigated with an electronic correlator and ground microphone to pinpoint the exact leak location. The leak location shall be marked with blue paint. The contractor shall record all defective system components found during the surveys such as hydrants, valves and b-boxs as well as any map errors that are noted during the course of the surveys.

Update #1 ·

The selected bidder shall provide all labor, materials, equipment, and supervision necessary to complete the project for a fully functional and code-compliant system, including but not limited to: System Procurement & Delivery: Supply and deliver a Type 1 hood system (102 x 60) constructed of minimum 18-gauge stainless steel, including all necessary baffles, grease filters, and removable grease collection cups. Fire Suppression System: Furnish and install a UL 300 compliant wet chemical fire suppression system (e.g., Ansul). This includes all piping, nozzles protecting cooking surfaces and the plenum, a manual pull station within the path of egress, and automatic fuel/power shut-off interlocks. Exhaust & Make-up Air (MUA) Systems: o Supply and install a properly sized rooftop exhaust fan and a dedicated Make-up Air (MUA) unit to ensure proper air balance. o Install all liquid-tight welded grease ductwork with a minimum 18-inch clearance from combustible materials. Roof & Structural Work: o Perform all necessary roof penetrations, including structural reinforcement, professional flashing, and sealing to maintain a watertight roof warranty. o Mount the hood canopy using non-combustible supports capable of meeting all gravity and seismic load requirements. Utility & Control Integration: o Perform all electrical wiring for hood lights, fans, and fire suppression interlocks. o Coordinate final gas and electrical hookups to ensure the automatic shut-off triggers upon system activation.
